About this opportunity

The Federal Transit Administration (FTA), a division of the U.S. Department of Transportation, is conducting market research through a Request for Information (RFI) to identify vendors capable of providing comprehensive Procurement System Review (PSR) support services. The FTA seeks contractors to conduct compliance oversight reviews of FTA grant recipients, ensuring adherence to federal procurement regulations, 2 CFR Part 200 (Uniform Guidance), and efficient management of the agency's annual $12 billion investment in public transit programs. Key qualifications include demonstrated past performance within the last three years on comparable work, relevant corporate experience with procurement compliance and auditing activities, and availability of qualified personnel including a Principal/Program Manager with 10+ years of transit executive leadership, Senior Procurement Analysts with 8+ years of experience (including 5+ in transit), Procurement Analysts with 4+ years of compliance experience, and administrative support staff. Interested firms must submit technical capability statement packages not exceeding 5 pages by April 22, 2026, at 11:00 AM Eastern Standard Time to Ms. Terri Hilton (terri.hilton.ctr@dot.gov) and Ms. Crystal Zorich (Crystal.Zorich@dot.gov). This is a sources sought notice intended for planning and information purposes only; responses will not be evaluated as proposals and no award will be made based on the RFI submissions.

No set-asides have been designated for this procurement, and no current contractors or incumbents are identified in the pre-solicitation notice. The anticipated contract structure includes a 12-month base period with four 12-month option periods, creating a potential five-year engagement. The Statement of Work is organized into three functional areas covering program management, recipient compliance (including Full Scope Reviews, Follow-up Reviews, and Focus Reviews), and recipient training services. While specific budget ranges are not disclosed in the pre-solicitation notice, the scope of services addressing FTA's oversight of numerous transit grant recipients suggests a substantial contract value. The contract type remains to be determined, and performance will be hybrid in nature, with deliverables required to meet Section 508 accessibility compliance standards.
