About this opportunity

The Department of Energy is seeking to procure a Thomson Scattering Laser System for the Material Plasma Exposure eXperiment (MPEX) at Oak Ridge National Laboratory. The procurement involves a high-energy Nd:YAG laser system with specific technical requirements, including a laser head, housing, rack-mountable power supply, and heat exchanger compatible with ORNL's chilled water utilities. The laser system is critical for conducting accelerated lifetime tests of plasma-facing components in fusion reactor conditions. While detailed evaluation criteria are not explicitly stated in the pre-solicitation notice, the procurement documents suggest stringent technical specifications will be a key assessment factor. The opportunity was posted on May 8, 2025, with responses due by May 15, 2025, indicating a relatively short window for potential vendors to prepare and submit their proposals.

The pre-solicitation notice indicates no specific set-aside designation for this contract, meaning it is open to all qualified vendors. The contract falls under the NAICS category of Analytical Laboratory Instrument Manufacturing (334516) and the PSC category of General Science & Technology R&D Services. Although specific award values are not disclosed, the complexity of the laser system and the requirement for precise technical specifications suggest a potentially significant procurement. The vendor will be responsible for providing comprehensive documentation, factory test reports, packaging, delivery, installation, and onsite commissioning support. The laser system must meet exacting performance standards, including a central wavelength of 531-533 nm, pulse energy of 1.25 J, repetition rate of 9.5 Hz, and average power of 13 W, with strict requirements on beam characteristics and operational stability.
