About this file
This Statement of Work (SOW) details the procurement of a Thomson Scattering (TS) Nd:YAG laser system for the Material Plasma Exposure eXperiment (MPEX) at Oak Ridge National Laboratory (ORNL). The procurement requires a laser system comprising one laser head and housing, one laser head power supply, and consultation on laser integration into ORNL's Diagnostic Laser Center utilities. Specific laser output specifications include a central wavelength of 531-533 nm, pulse energy ≥1.25 J, repetition rate ≥9.5 Hz, average power ≥13 W, and strict requirements on beam diameter, divergence, pointing stability, pulse duration, and energy stability.
The seller is responsible for design, assembly, qualification, delivery, and re-qualification of the laser system, with multiple quality assurance and project management requirements. Deliverables include the operational laser system, power supply, heat exchanger, certificate of conformance, system assembly, potential repair/replacement of shipping-damaged components, comprehensive documentation in multiple formats, and test reports. The power supply must be rack-mountable, operate on 208V 1-phase input, and have NRTL electronic certification. A design review is mandatory, and the seller must communicate any performance discrepancies to ORNL for approval before delivery.

SOW Statement of Work

1. INTRODUCTION
The Material-Plasma Exposure eXperiment (MPEX), a steady-state plasma device designed to address the harsh conditions inside a fusion reactor is being constructed at Oak Ridge National Laboratory (ORNL) The availability of future fusion devices (such as a Fusion Pilot Plant) greatly depends on long operating lifetimes of plasma facing components in the divertor region.
Developing the science of plasma-material interactions and the technology of plasma facing material components will require new facilities. Since next-stage development of plasma facing materials, underpinned by a fundamental understanding of how prototypical plasmas interact with surfaces, are critical to future fusion systems, new experimental facilities capable of carrying out this research are required.
ORNL-MPEX will be called the Company in this document. The manufacturing company producing the laser is the Seller in this document.
2. SCOPE
This Statement of Work (SOW) describes a procurement for a neodymium ytterbium aluminum garnet (Nd:YAG) laser, which will serve as the light source for a Thomson scattering(TS) diagnostic essential for characterization and control of the plasma generated in MPEX.
This procurement covers the fabrication and delivery of
• 1 laser head and housing,
• 1 laser head power supply, and
• Consultation on integration of laser in the ORNL-MPEX Diagnostic Laser Center utilities These items together will be referred to simply as the laser system, for the remainder of this document. Minimum specifications of the laser system can be found in an appendix of this document. The Seller will be responsible for design, assembly, qualification, delivery, and re-qualification of the laser system at ORNL.
3. MANUFACTURING REQUIREMENTS
The Seller shall build the laser system. Any design discrepancies identified in the design performance and the performance observed after assembly shall be communicated by the Seller with the Company. Any decreases in performance observed by the Seller must be approved by the Company before delivery. The Seller will not proceed with delivery until a written response is received from the Company accepting or rejecting any performance deviations.
The Seller shall hold a design review with the company. Topics of the review is to agree upon the design location and technical interfaces of the laser system at the Company. The design review is a hold point in the manufacture.

4. PROJECT MANAGEMENT
4.1 POINT OF CONTACT
The Seller shall designate an official single Point of Contact (POC) to interface with the Company’s Technical Procurement Officer (TPO). Technical issues shall be discussed with the Company’s TPO. Subcontract administration changes/issues shall be discussed with the procurement officer (PO) if adjustments to this contract are necessary.
4.2 PROJECT TEAM
The Seller’s Project Team shall include a Project Manager with ultimate responsibility for ensuring that fabrication activities are performed in accordance with the technical, performance, quality, and documentation requirements defined in this SOW. The Project Manager may be, or must assign, a POC for this project. The POC shall ensure that Project Team personnel are available to interface with Company staff and shall permit participation of Company affiliates in meetings and discussions between the Company and the Seller. Interactions between the Project Management Team and the Company will be coordinated by communication between the POC and the TPO.
The POC shall notify the TPO whenever there is a change in Project Team personnel.

The primary purpose for the Project Kickoff Meeting is to confirm that the meeting participants understand the terms and conditions of the subcontract and SOW. The following topics will be discussed:
1. Scope and content of the Design Package.
2. Relationships among work activities, schedules, and deliverables as defined in the Project
Plan.
3. Expectations for satisfying documentation requirements, delivery arrangements, acceptance criteria, assembly procedure, and payment schedules.
4. Any remaining clarifications of the requirements.
5. Meeting frequency is to be agreed upon for discussing project issues and project maturity.
The agreed upon list of Fabrication Package items shall be included as an attachment to the minutes.

5. QUALITY ASSURANCE
5.1 QUALITY PROGRAM
The Supplier’s Quality Assurance Program (QAP) shall be implemented and sufficient to ensure that the quality of items produced, or services provided will meet all the requirements stated in this SOW and as contracted. The Supplier must produce the items or services in accordance with their quality assurance program as identified in their subcontract with the Company.
As part of the Company’s QAP, the Company reserves the right to perform source surveillance activities and may be conducted at the Seller’s facility or any sub-tier seller facility that the Company determines necessary to ensure that quality objectives are met.
5.2 CONFLICTS
In the event of a conflict, the Seller shall notify the Company’s TPO. The TPO will determine precedence and advise the Seller accordingly. Failure to notify the Company of any such conflict shall not relieve the Seller of any responsibility to meet all requirements.
5.3 QUALITY PLAN
The Seller shall prepare a Quality Plan specifically for this subcontract. The Quality Plan shall identify how the Seller will comply with the specific subcontract requirements. The Quality Plan shall also include the Quality Plans for each sub-tier contractor involved in performing the work defined in this SOW.
The QA Program shall address at a minimum the following elements: risk management, training and qualifications, improvement process, documents and record control program, control of procedures, design control, procurement control, inspection and test program and management assessment program. The Seller shall ensure that all work is done in accordance with this QAP and maintain records of this conformance, for review by the ORNL as needed. The Seller is responsible for the administration and performance of all testing, inspections, and examinations, whether performed at the Seller’s facilities or at other facilities.
A revised Quality Plan shall be subject to the same approval and acceptance procedure as the original Quality Plan. In case of revision, work should continue in accordance with the current approved Quality Plan until the revised Quality Plan is accepted.
Approval of the Quality Plan by the Company represents a hold point. Design, procurement, or manufacturing operations shall not commence until the hold point is released. Return of the signed Quality Plan by the TPO to the POC constitutes a hold point release.
