About this opportunity

The Naval Sea Systems Command, through Naval Surface Warfare Center (NSWC) Crane, is procuring Shop Replaceable Assemblies (SRA), Test Requirement Documents (TRDs), Logistics Product Data (LPD), and Engineering Data for Provisioning (EDFP) for the Multi-Function Active Sensor Radar System (MFAS), also designated as AN/ZPY-3(v)2. This air-to-surface maritime radar system provides persistent broad area surveillance and reconnaissance capabilities in maritime, littoral, and overland environments and will support PMA 262 PMUAS operations and future Organic D activation at Fleet Readiness Center Southeast (FRCSE). The procurement includes two Auxiliary Synchronizer, Programmed units (part number 218K154G05) to be used as Units Under Test, along with technical documentation for the WBIF Receiver, Programmed (part number 218K020G09). The government has announced this as a sole source procurement under FAR 6.302-1(a)(2), with proposals due by February 4, 2026, at 2:00 PM Eastern. Interested parties may submit capability statements, proposals, or quotations for government consideration, with inquiries directed to Gavin Thompson at 812-381-2514 or gavin.d.thompson2.civ@us.navy.mil.

This procurement carries no set-aside designation and is being conducted as a sole source award to Northrop Grumman Systems Corp, located at 1580 W Nursery Road A, Linthicum Heights, Maryland 21090, as the Original Equipment Manufacturer. The government justifies the sole source approach based on Northrop Grumman's unwillingness to provide complete data packages that would enable full and open competition, combined with determinations that alternative sources would incur excessive re-engineering, re-certification, and environmental qualification costs without reasonable recovery prospects and would cause unacceptable schedule delays. The notice was posted on January 20, 2026, with a closing date of February 4, 2026, providing a 15-day response window. No specific contract value or budget range has been disclosed in the pre-solicitation documentation. The solicitation will not be posted to SAM.gov and will be issued directly to the identified contractor.

Notice text

ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement to procure Shop Replaceable Assemblies (SRA), to be used as Units Under Test (UUT) for the Multi-Function Active Sensor Radar System (MFAS) in support of the PMA 262 PMUAS and to procure Test Requirement Documents (TRDs), Logistics Product Data (LPD), and Engineering Data for Provisioning (EDFP) in support of future Organic D activation at Fleet Readiness Center Southeast (FRCSE) for the AN/ZPY-3(v)2 Multi-Function Active Sensor (MFAS) Shop Replaceable Assemblies (SRA). The MFAS system is also known as AN/ZPY-3 and is the air-to-surface maritime radar system providing persistent broad area surveillance and reconnaissance data in maritime, littoral, and overland environments. Below shows the required parts for the UUT procurement:

MFAS P/Ns: 218K154G05

MFAS Nomenclautures: Auxiliary Synchronizer, Programmed

Type: SRA

Qty to Procure: 2

Below shows the required parts for the TRD, LPD, and EDFP procurement:

MFAS P/Ns: 218K020G09

MFAS Nomenclautures: WBIF Receiver, Programmed

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source, Northrop Grumman, 1580 W Nursery Road A, Linthicum Heights, MD 21090, under the authority of FAR 6.302-1(a)(2) (statutory authority 10 U.S.C 3204(a)(1)), only one responsible source. The requirement is being solicited on a sole source basis because Northrop Grumman Systems Corp is the Original Equipment Manufacturer (OEM) and they are unwilling to sell the complete data package to the Government to allow for full and open competition. In addition, parts from any other vendor would result in extensive duplication of costs to include re-engineering, re-certification, environmental qualifications to the government that is not expected to be recovered through competition, and unacceptable delays in fulfilling agency requirements through any other source.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.

Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.

Questions or inquiries should be directed to Gavin Thompson, Code 0233, telephone 812-381-2514, e-mail gavin.d.thompson2.civ@us.navy.mil. Please reference the above solicitation number when responding to this notice.
