About this file
This is a Synopsis for a sole source procurement of Multi-Function Active Sensor (MFAS) components and technical documentation. The Naval Surface Warfare Center (NSWC) Crane is procuring two Auxiliary Synchronizer, Programmed Shop Replaceable Assemblies (SRA), part number 218K154G05, for use as Units Under Test (UUT) supporting PMA 262 PMUAS. Additionally, the government is acquiring Test Requirement Documents (TRDs), Logistics Product Data (LPD), and Engineering Data for Provisioning (EDFP) for the WBIF Receiver, Programmed (part number 218K020G09) to support future Organic D activation at Fleet Readiness Center Southeast (FRCSE). The MFAS system, also designated AN/ZPY-3(v)2, is an air-to-surface maritime radar system providing persistent broad area surveillance and reconnaissance capabilities in maritime, littoral, and overland environments.
The procurement is being conducted as a sole source award to Northrop Grumman Systems Corp (1580 W Nursery Road A, Linthicum Heights, MD 21090) under FAR 6.302-1(a)(2) authority, justified on the basis that Northrop Grumman is the Original Equipment Manufacturer and unwilling to provide complete data packages enabling full and open competition. The government determined that alternative sources would incur excessive re-engineering, re-certification, and environmental qualification costs without reasonable recovery prospects through competition, in addition to causing unacceptable schedule delays. The solicitation will not be posted to SAM.gov and will be issued directly to Northrop Grumman. The issue date is January 20, 2026, with a closing date of February 4, 2026, at 2:00 PM Eastern. All responsible sources may submit capability statements, proposals, or quotations for government consideration. Point of contact is Gavin Thompson, Code 0233, at 812-381-2514 or gavin.d.thompson2.civ@us.navy.mil.

Issue Date: 20 January 2026 – Closing Date: 4 February 2026 – 2:00 PM Eastern
A solicitation will not be posted to sam.gov, due to its sole source nature. The modification will be issued directly to Northrop Grumman.
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement to procure Shop Replaceable Assemblies (SRA), to be used as Units Under Test (UUT) for the Multi-Function Active Sensor Radar System (MFAS) in support of the PMA 262 PMUAS and to procure Test Requirement Documents (TRDs), Logistics Product Data (LPD), and Engineering Data for Provisioning (EDFP) in support of future Organic D activation at Fleet Readiness Center Southeast (FRCSE) for the AN/ZPY-3(v)2 Multi-Function Active Sensor (MFAS) Shop Replaceable Assemblies (SRA). The MFAS system is also known as AN/ZPY-3 and is the air-to-surface maritime radar system providing persistent broad area surveillance and reconnaissance data in maritime, littoral, and overland environments. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source, Northrop Grumman, 1580 W Nursery Road A, Linthicum Heights, MD 21090, under the authority of FAR 6.302-1(a)(2) (statutory authority 10 U.S.C 3204(a)(1)), only one responsible source. The requirement is being solicited on a sole source basis because Northrop Grumman Systems Corp is the Original Equipment Manufacturer (OEM) and they are unwilling to sell the complete data package to the Government to allow for full and open competition. In addition, parts from any other vendor would result in extensive duplication of costs to include re-engineering, re-certification, environmental qualifications to the government that is not expected to be recovered through competition, and unacceptable delays in fulfilling agency requirements through any other source.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
Questions or inquiries should be directed to Gavin Thompson, Code 0233, telephone 812-381-2514, e-mail gavin.d.thompson2.civ@us.navy.mil. Please reference the above solicitation number when responding to this notice.
