About this opportunity
The U.S. Department of State is seeking quotations for the procurement of 1,000 replacement particle filters compatible with BlueAir 400 series air purifiers for the U.S. Embassy Hanoi. Quotations must include all applicable value-added taxes, door-to-door delivery fees, warranty information, and any accompanying accessories, with delivery required by April 15, 2026 at 5:00 PM local time. The filters must meet specific technical specifications including HEPASilent technology certified to 99.97% efficiency for particles as small as 0.1 microns, AHAM Verification, and dimensions of 521 x 250 x 95mm with a recommended replacement interval of every six months. The government will award a contract to the responsible company submitting the lowest-priced acceptable quotation based on initial submissions, though discussions may be held with companies in the competitive range if necessary. All quotations must be submitted electronically in English by April 15, 2026, with quotations remaining valid for 180 calendar days, and vendors must be registered in the System for Award Management (SAM) database prior to submission if their offer is at or over $40,000.
This solicitation includes no small business set-aside designation. The specific award value has not been disclosed, though the $40,000 SAM registration threshold suggests a potential contract value at or exceeding that amount. Quotations must include Standard Form 18, proof of AHAM verification, authorized dealer certification, National Defense Authorization Act (NDAA) certification confirming no use of prohibited telecommunications equipment, and SAM registration documentation where applicable. The filters will be delivered to the U.S. Embassy warehouse in Hanoi, Vietnam, with performance of the contract taking place at that location. Payment will be made via Electronic Fund Transfer within 30 days of invoice receipt, and contractors must comply with all applicable Federal Acquisition Regulation provisions, Department of State Acquisition Regulation requirements, and export administration compliance regulations.
Notice text
Enclosed is the Request for Quotation (RFQ) package #19VM3026Q0012 with proposed technical specifications for the Procurement of Replacement Air filters for the U.S. Embassy Hanoi. The Contractor shall provide a quotation including VAT (if applicable), door-to-door delivery fees to the shipping address listed in the RFQ; and any other anticipated charges needed. The quotation shall notify the delivery schedule, warranty plan, and any other accompanied accessories to the item offered.
The U.S. Government intends to award a contract/purchase order for this requirement to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussion with companies in the competitive range if there is a need to do so.
For offers at or over US $40,000, offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may cause the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
Quotations are due at 17:00, April 15, 2026 local time. No quotations will be accepted after this time. Quotations must be in English and incomplete proposals will not be accepted.
