About this opportunity

The Centers for Disease Control and Prevention seeks procurement of lateral flow strips for a rapid HIV nucleic acid diagnostic test, with quotations due July 29, 2026 at 3:00 P.M. Eastern Standard Time. Questions are due July 23. Amendment 00001, issued July 24, extended the original proposal deadline and provided Q&A clarifications; offerors must acknowledge receipt of the amendment with their submission.

Place of performance is CDC headquarters at 1600 Clifton Road, Building 17, Atlanta, Georgia. The procurement is issued as a Request for Quote under FAR Subpart 12 for commercial products and will result in a firm-fixed-price purchase order. No set-aside applies. The NAICS code is 541714, Research and Development in Biotechnology (except Nanobiotechnology); PSC is AJ11.

The contractor must design and produce 4,000 lateral flow strips that detect amplified HIV DNA using gold-conjugated antibodies and biotin-conjugated nucleic acids produced through loop-mediated isothermal amplification (LAMP). Deliverables include 200 or more prototype strips by month 3 and 4,000 final strips by month 4. Strips must achieve specified sensitivity and specificity targets within 30–40 minutes of direct exposure to LAMP reactions with exceedingly low false positive rates. Required shelf-life is at least one year at refrigeration and three months at room temperature, subject to accelerated stability testing.

Period of performance is August 15, 2026 through January 15, 2027. CDC will provide positive and negative control LAMP reactions, LAMP reagents, and all testing involving clinical specimens or infectious materials. All files, components, and design history files delivered become federal government property to support CDC's future manufacturing through third-party competitive contracts. Offerors must be registered in SAM at quote submission. Key or critical subcontractors require pre-award approval. Quotations must be submitted to zvm0@cdc.gov; no telephonic quotes are accepted.
