About this opportunity
The U.S. Department of State is seeking quotations for interpretation services to support a multilateral workshop on counter-timber trafficking in Libreville, Gabon. The procurement requires English-Vietnamese and French-Vietnamese simultaneous and consecutive interpretation services, with two to three professional interpreters per language pair capable of addressing specialized technical topics including forestry, illegal timber trade, legal frameworks, and law enforcement. The U.S. Government will award the contract to the lowest-priced, technically acceptable quotation based on initial submissions without discussions, although discussions may occur if necessary. Evaluation will focus on the contractor's ability to provide qualified personnel, necessary equipment, and sufficient financial resources, with pricing to be all-inclusive of labor, logistics, transportation, accommodation, visa expenses, and per diem. Quotations are due by May 4, 2026 at 17:00 local time, and the anticipated award date is May 7, 2026, with the period of performance running from May 16 to May 24, 2026.
This procurement is not designated as a small business set-aside. The estimated contract value is anticipated to exceed $40,000, which requires offerors to be registered in the System for Award Management (SAM) prior to proposal submission; failure to register will result in non-responsible designation with no further consideration. No incumbent contractor or current award holder is identified in the solicitation materials. Bidders must provide separate unit pricing for two and three interpreter quantity options for each language combination, with all costs to be firm-fixed and inclusive of international airfare, lodging at the Park Inn by Radisson, visas, travel insurance, and per diem. Interpreters must demonstrate valid yellow fever vaccination and proof of authorization to be present in Gabon, and interpretation services will be required during workshop sessions from May 18-22, 2026, operating 8:00 a.m. to 5:30 p.m. daily. Ground transportation within Gabon will be provided by the U.S. Government, and payment will be made via Electronic Fund Transfer within 30 days of complete delivery and invoice receipt.
