About this opportunity
The Department of Homeland Security (DHS), specifically the United States Coast Guard (USCG) Air Station Clearwater, has issued a Special Notice regarding the procurement of fuel for the Great Inagua Bahamas location. The notice indicates the government's intent to award a sole source Firm Fixed Price (FFP) contract to Morton Bahamas Limited located in Matthew Town, Inagua, Bahamas. The procurement will cover Regular Unleaded Gasoline, Diesel Fuel, and Jet A Fuel using commercial item procedures under Federal Acquisition Regulation (FAR) Parts 12 and 13. The contract falls under the North American Industry Classification System (NAICS) code 424720 for Petroleum and Petroleum Products Merchant Wholesalers and will be classified as a small business opportunity. The notice emphasizes that this is an informational document and not a formal solicitation.
Contractors interested in this opportunity must submit any responses by 11:00 AM Eastern Time on April 30, 2025, directly to Brandy Moneymaker via email at Brandy.Moneymaker2@uscg.mil. The government is seeking clear and compelling evidence that competition would be advantageous, though the final determination to compete the procurement remains solely at the government's discretion. Interested parties must demonstrate they are responsible, certified, and capable of meeting the contract requirements. The justification documents reveal the contract is valued at $239,986 and is being pursued as a sole source procurement due to Morton Bahamas Limited's unique capability to barge and store bulk fuel quantities in this remote location. Alternative procurement methods were deemed cost-prohibitive, with potential alternatives like flying fuel in via aircraft estimated to cost between $18,000 to $90,000 per trip. The USCG has indicated they will continue seeking competitive alternatives in future procurements, including exploring Strategic Sourcing options and investigating potential Defense Logistics Agency (DLA) agreements.
