About this opportunity

The U.S. Department of Homeland Security Coast Guard is conducting a combined synopsis and solicitation for the procurement of Connecting Link Rigs (Part Number 366-D-187-05, NSN 3040-01-333-9553) for use on MH-65 helicopters under RFQ 70Z03826QB0000099. This is a request for quotation for commercial items issued in accordance with FAR subpart 12.6, with solicitation documents effective as of November 28, 2025. Key contract requirements mandate that all parts must have clear, complete, documented, and auditable traceability to the Original Equipment Manufacturer (OEM), Airbus Helicopters, Inc. (Cage Code 3GSZ1), and must be approved in accordance with Federal Aviation Administration (FAA) guidelines to ensure aircrew safety. Technical acceptability will be evaluated based on the offeror's ability to provide new manufactured commercial items from the OEM or OEM-approved sources, with responses rated as either "Acceptable" or "Unacceptable." Quotations must be received by April 15, 2026, at 11:30 a.m. EDT, with pricing held firm for 60 calendar days from the offer receipt date.

This procurement is not subject to any small business set-asides, and the Coast Guard anticipates awarding the firm-fixed price purchase order on a sole-source basis to Airbus Helicopters, Inc., as the government believes it is the only known source capable of providing genuine OEM parts with requisite traceability and airworthiness certifications. The contract will require 20 units of the Connecting Link Rig with a scheduled delivery date of March 1, 2027, to be delivered FOB Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. All items must include Certificates of Conformance (COC) signed by authorized officials of approved sources, along with Certificate of Airworthiness per FAA procedures (FAA Form 8130-3/8130-4 or EASA Form 1) and PMA documentation where applicable. Inspection and acceptance will be performed at the destination by USCG personnel, and payment will be made electronically via electronic funds transfer (EFT) once all items have been receipted. The specific budget or award value has not been disclosed in this solicitation notice.
