About this opportunity

The United States Coast Guard (USCG) has issued a Special Notice solicitation for the procurement of Commercial Off-The-Shelf (COTS) reusable, pressurized metal shipping containers specifically designed for CT7-9C3 Propeller Gearboxes. This combined synopsis was posted on October 31, 2025, and represents the only solicitation document that will be issued; no additional written solicitation will be provided. The solicitation is being conducted under Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13.5 for commercial items. The USCG intends to award a single Indefinite Delivery Requirements Contract consisting of a one-year base period and two one-year option periods with firm-fixed pricing. The anticipated award date is February 2, 2026, though this remains an estimate.

The objective of this procurement is to obtain 18 total reusable shipping containers over a three-year period (4 containers in the base year, 8 in Option Year One, and 6 in Option Year Two) to support the HC-144 aircraft's logistics and operational maintenance, as these containers are classified as Critical Safety Items. All interested offerors must be registered with the System for Award Management (SAM) prior to proposal submission, with no delays granted for registration purposes, and the deadline for submitting questions is November 25, 2025, with proposals due by December 3, 2025. Contractors must submit pricing for all contract periods and all line items, or their proposals may be deemed non-compliant and eliminated from consideration; shipping costs must be included in pricing on an F.O.B. Destination basis. The small business size standard for this opportunity is 600 employees under NAICS code 332439 (Other Metal Container Manufacturing), and all responsible sources are encouraged to submit proposals, with award based on best value to the government and compliance with all solicitation criteria.
