About this file
This document is an Amendment A0001 Questions and Answers file for Solicitation 70Z03826RL0000003, issued by the US Coast Guard for procurement of Commercial Off-The-Shelf (COTS) reusable, pressurized metal shipping containers for CT7-9C3 Propeller Gearboxes. The solicitation seeks 18 total containers to be acquired through individual Task Orders over a three-year period: 4 containers in the base year, 8 containers in Option Period One, and 6 containers in Option Period Two. The USCG will award one Indefinite Delivery Requirements Contract with a firm-fixed pricing structure, consisting of a one-year base period and two one-year option periods, with an anticipated award date of February 2nd, 2026.
Key clarifications in the Q&A include: shipping costs should be included in pricing (F.o.b. Destination requirement), early deliveries are acceptable, containers can be shipped as completed, and while the estimated quantities are spread across three years, there is a possibility that all 18 containers might be ordered simultaneously depending on the Coast Guard's needs and funding. The contract will be awarded to the offeror meeting all solicitation criteria, with proposals evaluated to achieve the best value to the government. The small business size standard is 600 employees, and the applicable NAICS code is 332439.

Amendment A0001 - Posted on November 19, 2025 Questions and Answers:
1. There are two completion timelines listed that contradict. On Attachments 2 & 3, There are two completion timelines listed that contradict. On Attachments 2 & 3, 70Z03826RL0000003 and the Redacted J&A, respectively, these show a three-year plan while Attachment 1, Terms and Conditions, page 6 under the Delivery clause states, “…delivery of all items within twenty-four (24) weeks after receipt of the order (ARO) in serviceable Ready-for-Issue (RFI) condition.” Can we disregard the timeline on the Terms and Conditions?
(a) This requirement is for the procurement of eighteen (18) Commercial Off-The-Shelf (COTS) reusable, pressurized, metal shipping containers. The containers will be acquired through individual Task Orders over the duration of the proposed award period. The estimated quantities for each year are as follows:
· Base Year: Estimated quantity of 4 Ea Containers
· Option Period One: Estimated quantity of 8 Ea Containers
· Option Period Two: Estimated quantity of 6 Ea Containers
Should the estimated quantities increase during the stated three (3) option periods, the contractor will be notified in advance, and the delivery schedules will be adjusted accordingly to accommodate the revised requirements.
2. Is early delivery allowable should the containers be finished ahead of schedule?
(a) Yes, early deliveries are accepted.
3. For delivery, will the containers need to be shipped together or at our discretion as they are completed?
(a) The containers can be shipped as they are completed and per the Terms and Conditions of the award.
4. Should pricing include shipping cost?
(a) The USCG would prefer this to be an F.o.b. Destination requirement, in this case shipping costs should be included in the pricing.
5. For pricing, we’d like to offer the best option to keep cost down, so when this discussion happened previously, it was with the intention of having 18 ordered so that we can order all materials and set up a production line to reduce cost. If the three-year plan (with two years being optional) on Attachment 2, 70Z03826RL0000003, is used, we’ll have to price them as three separate orders. I just wanted to bring this to your attention and see if the contract is awarded, would it be three different contracts as shown in Attachment 2 or would it be a single contract with all 18 listed?
(a) This requirement is for the procurement of eighteen (18) Commercial Off-The-Shelf (COTS) reusable, pressurized, metal shipping containers. The containers will be acquired through individual Task Orders over the duration of the proposed award period. The estimated quantities for each year are as follows:

· Option Period Two: Estimated quantity of 6 Ea Containers
Should the estimated quantities increase during the stated three (3) option periods, the contractor will be notified in advance, and the delivery schedules will be adjusted accordingly to accommodate the revised requirements. The USCG will have a better timeline for containers needed and funding at time of award. There is a chance all eighteen (18) will be ordered at one time, however that will be determined at date closer to award.
