The US Coast Guard seeks quotations for twenty aircraft struts (NSN 1560-01-601-0756, P/N 70305-02106-044) with delivery requested by August 14, 2026, and quotations due August 7. The procurement is unrestricted and issued as a Request for Quotation under solicitation 70Z03826QJ0000316, with award anticipated as a firm-fixed-price purchase order on a competitive basis.
This is a commercial items acquisition under FAR subpart 12.201. The small business size standard is 1,250 employees. Place of performance and delivery is the USCG Aviation Logistics Center in Elizabeth City, North Carolina. All parts must be NEW approved parts, and offerors must furnish a Certificate of Conformance per FAR 52.246-15.
Under FAR 52.217-6, the Coast Guard may exercise an option to purchase up to an additional thirty items for a maximum of fifty, at the same price and lead time, for up to 365 days after initial award. Optional quantity modifications will be issued unilaterally to the contractor.
Evaluation employs a tradeoff methodology with three factors in descending importance: Technical Acceptability, Delivery, and Price. Technical acceptability requires confirmation of NEW approved parts and COC delivery. Delivery is scored as High Confidence (within 15 days after receipt of award), Satisfactory Confidence (16–30 days), or Low Confidence (31+ days). Quotations must include quantity and prompt payment discounts, specify FOB terms with estimated costs if FOB Origin (default FOB Destination), and certify compliance with Buy American, Free Trade Agreements, Israeli Trade Act, covered telecommunications equipment restrictions, and FASCSA prohibitions. Quality assurance mandates immediate notification of non-conformities, supply chain change disclosure, detailed quality control manuals, facility inspection access, and full traceability documentation. Packaging must exclude popcorn, shredded paper, Styrofoam, or peanuts; individual parts require internal labeling with NSN, part number, serial number, quantity, and PO information. Payment requires active SAM registration and electronic funds transfer.
