About this file

This document is the Provisions, Clauses, and Terms and Conditions attachment for solicitation 70Z03826RB0000006, a Department of Homeland Security (DHS) acquisition of commercial items for the U.S. Coast Guard (USCG) Aviation Logistics Center. The contract is structured as an Indefinite Delivery Requirements-Type contract with an offer validity period of 120 calendar days. The solicitation incorporates numerous federal acquisition regulations and HSAR deviations governing commercial product and service acquisitions, including provisions addressing contractor responsibility, whistleblower protections, security prohibitions on covered telecommunications equipment and articles, environmental sustainability standards, and labor compliance requirements. Key contractual requirements include F.O.B. Destination pricing for all deliverables, electronic invoicing to ALC-Fiscal@uscg.mil, and delivery to USCG Aviation Logistics Center in Elizabeth City, North Carolina.

Quality assurance and compliance requirements are extensive for products touching USCG aircraft, requiring Certificates of Conformance, full traceability documentation, and immediate notification of any supply changes, material defects, counterfeit parts, or non-conforming conditions. Contractors must maintain detailed quality control manuals addressing risk management, inspection, and non-conforming product processes, with all requirements flowing down to the supply chain. Packaging must meet specific standards excluding popcorn, shredded paper, Styrofoam, and peanut packaging, with items individually packed and labeled with NSN, part number, serial number, contract number, and delivery order information. Inspection and acceptance procedures vary by contract line item number (CLIN), with some requiring REC (Receiving) inspection and others requiring QA (Quality Assurance) inspection. The Government reserves the right to inspect non-conforming products and may cancel or terminate the contract or delivery orders if unapproved changes are made by contractors or if compliance requirements are not met.
