About this opportunity
The Food and Drug Administration Office of Acquisition and Grant Services seeks to procure a new wavelength-dispersive X-ray fluorescence (WD-XRF) spectrometer to support its mission-critical Color Certification Program, with proposals due August 7, 2026. This is a direct civilian procurement with no set-aside.
Place of performance is College Park, Maryland (9591 Baltimore Ave, Room 1098). The existing instrument (Axios mAX, Serial Number 202764) lost manufacturer support June 30, 2026, creating operational urgency.
The WD-XRF system must determine trace elemental impurities in certifiable color additives under 21 CFR Part 74, specifically arsenic, lead, mercury, and other elements in the 0.5–20 parts per million calibration range. Minimum limit of detection is 0.5 ppm for arsenic, lead, or mercury in light element matrices and 1 ppm or lower in heavy element matrices. Required components include a Rhodium-anode X-ray tube with no less than 2.4 kW power supply, multiple analyzer crystals (LiF 220, LiF 200, and synthetic crystals), at least two detectors (flow proportional counter and scintillation counter), an automated sample changer holding a minimum of 50 samples, and ED-XRF capability. The system footprint shall not exceed 85 cm width, 110 cm depth, and 155 cm height.
The contractor must provide Windows 11-compatible software with standardless and quantitative analysis capabilities, full-coverage warranty including unlimited on-site visits and phone support, at least one additional option year of extended warranty, preventative maintenance, on-site repairs within 3–5 days, and on-site installation and training for two employees. Installation and service occur at the FDA facility during standard business hours Monday through Friday, 8:00 AM to 5:00 PM, excluding federal holidays. NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6630, Chemical Analysis Instruments.
Notice text
The focus of this requisition is to acquire a new WD-XRF spectrometer that will allow the program continuity to support the FDA’s mission-critical Color Certification Program.
The new XRF spectrometer will be used for high throughput sample determinations of elemental impurities in certifiable color additives to support the certification (or rejection) of certifiable color additives as required under 21 CFR Part 74. Additionally, the instrument will be used for research in developing new methods for the Color Certification Program, and for the analysis of regulatory samples of unknown elemental composition.
We are requesting a new WDXRF instrumentation with guaranteed service support that can provide timely maintenance and repairs.
