About this file
This is a Request for Quotation (RFQ) and Combined Synopsis/Solicitation for the procurement of a new Wavelength Dispersive X-Ray Fluorescence (WD-XRF) spectrometer. The Food and Drug Administration's Office of Acquisition and Grant Services is seeking to acquire this analytical instrument to support the agency's mission-critical Color Certification Program under 21 CFR Part 74. The WD-XRF spectrometer will be used for high-throughput sample analysis to determine elemental impurities in certifiable color additives, enabling the certification or rejection of color additives as required by federal regulations. Additionally, the instrument will support research and development of new analytical methods for the Color Certification Program and analysis of regulatory samples with unknown elemental composition.
The solicitation requires vendors to provide a new WD-XRF instrumentation system with guaranteed service support that includes timely maintenance and repair capabilities. Specific response dates, award dates, pricing terms, and other procurement details are contained within the RFQ documentation. Interested vendors should review the complete solicitation materials for technical specifications, evaluation criteria, and submission requirements. This is a direct procurement by a federal agency without indication of set-asides or use of specific federal contract vehicles such as GSA Schedule, GWAC, or IDIQ arrangements.

The Contractor shall provide one (1) new wavelength-dispersive X-ray fluorescence (WD-XRF) spectrometer system with all supplies and accessories necessary for installation, training, and operational performance of the analytical instrumentation, together with delivery, on-site installation, on-site training, and warranty and service support as described below. Used or remanufactured instrumentation shall not be considered.
Background and Purpose The Color Certification Branch (CCB), Division of Color Certification and Technology (DCCT), Office of Cosmetics and Colors (OCAC), requires a WD-XRF spectrometer capable of determining trace levels of arsenic (As), lead (Pb), mercury (Hg), and other elements in certifiable color additives. Batch certification of color additives is a regulatory premarket enforcement function. CCB conducts laboratory testing of color additives to determine whether a batch submitted for certification meets the specifications described in 21 CFR Parts 74 and 82.
WD-XRF is the primary technique used to determine trace levels of heavy metals in certifiable color additives in the range of 1–1000 ppm, and results are used to certify or reject batches of color additives for elements with limiting specifications listed in 21 CFR Part 74. Guaranteed service support for the incumbent instrument has expired and is not renewable; replacement is required to sustain continuity of the Color Certification Program.
Objectives The instrument will be used for high-throughput sample determinations of elemental impurities in certifiable color additives to support the certification or rejection of those additives as required under 21 CFR Part 74; for research in developing new methods for the Color Certification Program; and for the analysis of regulatory samples of unknown elemental composition. Guaranteed service support providing timely maintenance and repair is required.
