About this opportunity
The Department of the Navy Strategic Systems Programs (SSP) awarded a sole-source contract N0003026C2009 valued at $10,518,608 to Mathematical Analysis Research Corporation (MARC) for probability and statistical services supporting missile systems analysis. The contract provides technical support services for Fleet Ballistic Missile systems, D5 Life Extension missile systems, launcher systems, reentry systems, and D5 LE 2 missile systems, encompassing reliability assessment and reporting, data systems evaluation, test program evaluation, program support, and numerical techniques development. The firm-fixed price, level-of-effort contract includes a one-year base period for fiscal year 2026 with four option years extending through fiscal year 2030, with provisions allowing up to 30% increases in level-of-effort for each twelve-month performance period. SSP justified the sole-source award based on MARC's unique 40-year expertise with the FBM program and specialized knowledge that would be cost-prohibitive and time-intensive for other contractors to replicate, citing authority under 10 U.S.C. 2304(c)(1) for situations where only one responsible source can satisfy agency requirements.
Notice text
Strategic Systems Programs (SSP) issued a Request for Proposal and negotiated a contract on a sole-source basis with Mathematical Analysis Research Corporation (MARC), Claremont, CA 91711, to provide technical support services for the Fleet Ballistic Missile (FBM) Missile System, D5 Life Extension (LE) Missile System, Launcher System, Reentry System, and D5 LE 2 Missile System. MARC will perform technical support services in the areas of: Reliability Assessment and Reporting Systems, Data Systems Evaluation, Test Program Evaluation, Program Support, and Numerical Techniques Development. MARC’s unique combination of expertise and 40 years of experience with the FBM program positions them to provide immediate response to emergent problems without requiring extensive training; thus, MARC is considered the only known source capable of performing this effort. It would take an extensive amount of additional training to position another contractor at the level of MARC’s expertise. Moreover, the contractor would lack the methodology history, of which MARC has. Consequently, SSP solicited and negotiated a contract on a sole source basis per the authority of 10 U.S.C. 2304(c)(1) (FAR Subsection 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements).
SSP awarded a Firm-Fixed Price, Level-of-Effort (LOE), one (1) year base contract for Fiscal Year (FY) 2026 with a total of four (4) option year periods. For FY 2027 through FY 2030. Security Clearance Required. Each LOE line item is estimated to cover a twelve (12) month period of performance and will include option provisions to increase the LOE up to thirty percent (30%), in accordance with SSP terms and conditions.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
Awarded contract N0003026C2009 to MATHEMATICAL ANALYSIS RESEARCH CORP for 10518608.00 on 2025-10-01.
