About this opportunity
The Centers for Medicare and Medicaid Services issued a Notice of Intent to Award Sole Source to Merative US L.P. for a license to the Private Marketscan Commercial Health Insurance Claims Database, with capability statements due September 11, 2026. CMS asserts this dataset is currently unavailable from any other source and qualifies for sole-source award under FAR 6.302-1.

The contractor must deliver technical support and documentation, including a data dictionary and database construction methodology; provide data quality notifications to the CMS Contracting Officer's Representative within three business days of identifying issues, with remediation plans; and ensure Section 508 compliance for all data files and documentation.
All responsible sources may submit capability statements with technical literature, terms and conditions, and complete price quotes within 14 days to Kristy Hollobaugh, Contract Specialist, at Kristy.Hollobaugh@cms.hhs.gov. The contracting office and place of performance are located at 7500 Security Boulevard, N2-09, Baltimore, Maryland 21244-1850.
