About this opportunity
The U.S. Embassy Singapore, under the Department of State, is seeking preventive maintenance services for cooling towers, sand-filter pump (backwash), and water treatment systems at the embassy facility. All responsible sources are eligible to submit proposals, and the Government may make an award based on initial proposals without discussion. Prospective contractors must be registered in the System for Award Management (SAM) prior to submission and must possess all required local licenses, permits, and authorizations to operate legally in Singapore. The contract will be structured as a Firm-Fixed Price (FFP) agreement with compliance required to all applicable Singapore legal, labor, safety, and tax regulations, including the DOSAR clause 652.242-73 for Authorization and Performance. The pre-solicitation notice was posted on February 10, 2026, with a deadline of March 31, 2026, though this date may represent a planning window rather than a formal proposal deadline, as the solicitation itself has not yet been issued.
This procurement includes no set-aside designations, and no incumbent contractor or award value is mentioned in the notice. The anticipated contract will comprise one base year of performance followed by four optional one-year periods, subject to Government exercise, establishing a potential five-year performance window. The notice does not specify the budget range, contract value, or quantity of services required. The solicitation will be posted on the SAM website when ready, and electronic submission requirements will be provided at that time. Contractors should note that this pre-solicitation notice is for planning purposes only and does not constitute an active solicitation, so interested parties should monitor SAM for the formal solicitation announcement.
