About this opportunity

The U.S. Department of State is seeking a contractor to provide preventive maintenance services for NEC Air Handling Units (AHU) and Variable Frequency Drives (VFD) at its facilities in Djibouti. The Request for Quotations (RFQ) number 19DJ1024Q0025 solicits comprehensive maintenance services to be performed quarterly, semi-annually, and annually to ensure optimal equipment performance. Interested contractors must be registered in the System for Award Management (SAM) and submit their quotations electronically by March 30, 2025, at 16:30 p.m. to DjiboutiProcBids@state.gov. The government intends to award the contract to the responsible company submitting the lowest-priced, technically acceptable offer, potentially without further discussions. Submission requirements include completing the SF-1449, pricing sections, representations and certifications, and adhering to specific file format and size restrictions.

The solicitation is set aside as a local area contract and will be performed at the U.S. Embassy in Djibouti, specifically at the Chancery and Marine Security Guard Quarters. The contract includes a base year with an option for one additional year, focusing on maintaining HVAC equipment through manufacturer-recommended preventive maintenance procedures. Contractors must provide detailed maintenance reports and comply with strict security and safety protocols at the embassy site. While specific award values are not disclosed, the contract will be paid in U.S. dollars and requires a firm-fixed price. Prospective offerors must submit their proposals in English, with electronic files limited to 30MB and formatted in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (PDF) formats. Failure to meet registration or submission requirements may result in the proposal being deemed non-responsive.
