About this opportunity
The U.S. Department of State is seeking a contractor to provide preventive maintenance services for wastewater collection and treatment systems at the U.S. Embassy in Mbabane, Eswatini. The solicitation (RFQ Number 19WZ6025Q00003) requires comprehensive maintenance of the sanitary sewer collection system and wastewater treatment plant, including equipment maintenance, chemical treatment, testing, and operational support. Contractors must comply with industry standards such as AWWA, ANSI, and OSHA, and perform detailed testing of wastewater parameters. The evaluation criteria will prioritize technical capability and best value for the U.S. government, with non-price factors considered significantly more important than cost. Proposals are due by June 2, 2025, at 17:00 hours (SAST), and all contractors must be registered in the System for Award Management (SAM) database prior to contract award.
The contract is structured as a firm fixed-price arrangement with a base year and four optional one-year extension periods. There are no specific set-aside designations for this opportunity. The maintenance services will focus on semi-annual preventive maintenance visits for system components including pumps, filters, flow meters, blowers, and disinfection stations. While specific budget ranges are not explicitly stated, the contract aims to optimize system performance and reduce potential failures in the wastewater treatment operations. The place of performance is the U.S. Embassy in Mbabane, Eswatini, with the contractor expected to conduct maintenance across various system components. The solicitation falls under the NAICS category of Water, Sewage and Other Systems (2213) and the PSC category of Water Purification Equipment (4610).
