The scope covers two scheduled preventive maintenance visits annually—one annual shutdown inspection and one semiannual operational inspection—including inspections, troubleshooting, operational testing, routine adjustments, deficiency reporting, and correction of contractor workmanship deficiencies. Repair or replacement of failed equipment is excluded from the preventive maintenance quote; a separate annual Not-To-Exceed allowance of $12,000 per contract year covers major corrective repairs through a separate contract line item. The contractor must provide 24/7/365 emergency response with acknowledgment within 30 minutes and technician arrival within four hours. All equipment specifics, including York magnetic-bearing chillers (oil-free), York air-cooled chillers, AAON rooftop unit, cooling tower, and Liebert split system, are detailed in the SOW; four non-operational units being replaced under a separate contract are excluded from scope.

Evaluation is pass/fail on Technical Acceptability/Capability (relevant experience within two years), Past Performance (quality, timeliness, cost management, customer satisfaction), and Price (lowest-priced, technically acceptable quote selected). Department of Labor Wage Determination WD 2015-4427, Revision 33 (May 13, 2026) applies; all payment terms are Net 30. Contractors must maintain active SAM registration with UEID/CAGE CODE and comply with federal labor standards, whistleblower protection, sexual assault and harassment prevention, and electronic invoice submission clauses.

AMENDMENT 001 - 08/10/2026
This amendment is being issued to provide the full Questions and Answers attachment, along with any applicable additional comments/clarifications originating electronically or from the site visits.
No further questions are being accepted with the issuing of this amendment, and no further site visits will be accepted.
The closing date of this solicitation is extended to August 21, 2026 at 12:00pm EST to allow for quotes to be submitted.
The following changes are made:
- (vii) Quotes are required to be received in the contracting office no later than 12:00pm EST on 08/21/2026. All quotes must be submitted electronically via email to Randall.Chatfield@noaa.gov, and have a minimum validity of 60 days.
- Statement of Work: The intent of this requirement is for the Contractor to perform the specified preventive maintenance services, troubleshoot the chiller systems, and identify and report any deficiencies. It is not intended to require the Contractor to include the repair or replacement of controls and primary pumps in its quoted price for preventive maintenance.

“The Hollings Marine Laboratory, located at 331 Fort Johnson Rd., Charleston, SC 29412, requires the services of a company to provide semiannual and annual preventive maintenance for the five Hollings Marine Laboratory (HML) Chiller Systems. During these inspections, the company will troubleshoot, repair, or replace controls and primary pumps as necessary. Furthermore, the selected company must be capable of receiving and responding to emergency calls 24 hours a day, 365 days a year, within four hours of the initial request.”

“The Hollings Marine Laboratory, located at 331 Fort Johnson Road, Charleston, SC 29412, requires the services of a qualified Contractor to provide semiannual and annual preventive maintenance for the five HML chiller systems. During these services, the Contractor shall inspect and troubleshoot the chiller systems, including associated controls and primary pumps, and report identified deficiencies to the COR. Repair or replacement work is outside the scope of this requirement and shall not be performed unless separately authorized in writing by the Contracting Officer. The Contractor must also be capable of receiving and responding to emergency service calls 24 hours a day, 365 days a year, within four hours of the initial request.”
