About this opportunity
The FDA's Center for Biologics Evaluation and Research seeks preventive maintenance and unlimited repair services for an Analytik-Jena TOC Nitrogen Analyzer under a firm fixed-price contract, with proposals due June 19, 2026 at 1:30 PM Central Time. This is a small business set-aside under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance), with a $34 million size standard; only qualified small businesses may respond.
Place of performance is the FDA's Federal Research Center in Silver Spring, Maryland (Building 52/72, Room G223). The contract covers a base year (July 30, 2026 through July 29, 2027) plus four option years. Minimum performance requirements include one annual scheduled onsite preventive maintenance visit covering all labor, travel, consumables, and OEM factory-certified replacement parts; unlimited onsite corrective maintenance with a seven-business-day response requirement; unlimited priority technical support Monday through Friday, 7:00 AM to 5:00 PM Eastern Time; and access to the manufacturer's call center staffed by senior engineers. Technicians must hold formal OEM training and certification. The contractor must use OEM-compliant parts and procedures, provide access to OEM software and firmware updates, and submit detailed field service reports upon completion of each visit.
Offerors must submit a Letter of Commitment from the OEM or authorized subcontractor, technical capability documentation, past performance within the last three years for the same equipment model, pricing for the base year and each option year, UEI number, and an Accessibility Conformance Report if applicable. Evaluation weights technical capability and past performance equally and collectively more important than price. The government will evaluate the base year plus all options for award but will not fund option years at time of award. Payment terms are net 30 days after government acceptance via the Invoice Processing Platform.
