About this opportunity
The Indian Health Service (IHS), a component of the Department of Health and Human Services, has issued a Notice of Intent to award a sole source contract to Omnicell for preventive maintenance and repair services of Omnicell dispensing systems at Cass Lake IHS Hospital in Minnesota. The contract will be structured as a firm fixed price agreement covering a base year plus two additional years, with an anticipated performance period from September 2025 through August 2028. The total estimated contract value is $43,525.96, and the procurement is being justified under FAR 6.302-1(a) as a sole source award because only Omnicell can provide the required services for their proprietary dispensing systems. The acquisition falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. This notice is not a request for competitive quotes but serves to inform the marketplace of the intended sole source award.
The primary objective of this procurement is to secure comprehensive maintenance and support services for the hospital's medication dispensing cabinets, including 24x7 technical support, remote diagnostics, software updates, on-site support, and parts replacement with specific response time commitments. Interested parties have until August 18, 2025, to respond to the purchasing agent, De'Lana Tangren, though the government emphasizes that responses must provide clear and convincing evidence that competition would be advantageous. The IHS justifies the sole source approach by noting that Omnicell's proprietary software and system complexity require that only Omnicell-authorized personnel perform maintenance to preserve warranty coverage and ensure proper system operation. Any contractor wishing to challenge this approach must demonstrate technical capabilities and submit information proving their ability to meet the government's specific requirements for servicing these specialized medical dispensing systems. The government will consider responses solely to determine whether a competitive procurement might be feasible, rather than as competitive bids for the current requirement.
