About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a service contract with Omnicell Inc. The Indian Health Service (IHS) seeks a full service Preventive Maintenance and Repair contract for an Omnicell medication/supply dispensing system at Cass Lake Hospital, with a total estimated value of $43,525.96. The contract will cover a base year plus two additional years (September 1, 2025 - August 31, 2028), with firm-fixed pricing and other funds.
The contract includes comprehensive support services such as 24x7 technical phone support, remote interface diagnostics, software and security updates, on-site support, repair or replacement of parts, and specific response time commitments. The justification for sole source procurement is based on FAR 6.302-1, as Omnicell is the system creator/owner, and services, software updates are only available through them due to the proprietary nature of the software and system complexity. The previous purchase order numbers are 36F79723D0073 and 75H70524F80014, and no competitive action was taken since Omnicell is the only vendor able to service their medication cabinets.
