About this opportunity

The Department of Veterans Affairs issued a notice of intent to sole source annual preventative maintenance for Tecniplast Rack Washer and Bottle Filler equipment, with a response deadline of July 10, 2026, at 10:00 AM EST. VA intends to negotiate exclusively with Tecniplast USA Inc. (UEI QHF3J4MS24H4), with no competitive solicitation to follow on SAM.gov. The equipment serves the Veterinary Medical Unit on floor 1 of the Freedom building (Building 44). VA invokes FAR 6.302-1 (Only One Responsible Source), asserting that Tecniplast's proprietary system coding and programming, combined with the manufacturer's policy of prohibiting third-party service and upgrades, make Tecniplast the sole entity capable of maintaining and validating the system. The estimated contract value is $12.5 million (NAICS 811310, PSC J065). Interested parties may submit written responses demonstrating clear and convincing evidence that competition would be advantageous to the Government; responses must be emailed to Contracting Officer Emily Hatcher at Emily.Hatcher@va.gov. Network Contracting Office 1 (Augusta, Maine) is the contracting office. Telephonic inquiries will not be accepted.

Notice of Intent to Sole Source Requirement

This Notice of Intent to Sole Source is not a solicitation. This is not a request for quotes. The Department of Veteran Affairs intends to negotiate a sole source contract with: Tecniplast USA Inc. PO BOX 1209 West Chester, PA 19380 (UEI QHF3J4MS24H4).

The Department of Veteran Affairs intends to negotiate a sole source contract with Tecniplast USA Inc., to schedule annual PM Service for the Tecniplast Rack Washer and Bottle Filler for the use in our Veterinary Medical unit (VMU) on floor 1 of the Freedom building (Building 44). The preventative maintenance will be performed by Tecniplast service engineers. Tecniplast service engineers are trained and certified to perform preventative maintenance on the Tecniplast equipment. Tecniplast is the only manufacturer authorized to provide upgrades, service, and maintenance on their systems. Tecniplast does not sell to third party vendors, nor do they allow third party vendors to add components to their system, nor provide any service or maintenance on their systems. This is done because of the proprietary nature of their coding and programming. Due to the proprietary nature of the system software, it is the Governments belief that no other company possesses the knowledge necessary to maintain and validate the system. Since the intent is to procure this on a sole source basis, this notice of intent is not a request for competitive proposals.  It is not a solicitation or request for offers and no solicitation will be posted to Contracting Opportunities on SAM.gov.

The authority for this action is FAR 6.302-1 Only One Responsible source, and no other supplies or services will satisfy agency requirements. The NAICS is 339112. The PSC/FSC is 6640.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 10:00 AM EST on 07/10/2026.  No telephonic inquiries will be accepted. All responses must be emailed to Emily Hatcher, Contracting Officer, Emily.Hatcher@va.gov.
