About this file
This is a Special Notice of Intent to Sole Source a federal contract opportunity.
The Department of Veterans Affairs, through Network Contracting Office 1 (NCO 1) located in Augusta, Maine, intends to negotiate a sole source contract with Tecniplast USA Inc. (UEI QHF3J4MS24H4) for annual preventative maintenance (PM) services on a Tecniplast Rack Washer and Bottle Filler equipment used in the Veterinary Medical Unit on floor 1 of the Freedom building (Building 44). The preventative maintenance will be performed exclusively by Tecniplast service engineers, who are trained and certified on the proprietary equipment. The Government asserts that due to the proprietary nature of Tecniplast's coding and programming, no other company possesses the necessary knowledge to maintain and validate the system, as Tecniplast does not authorize third-party vendors to service, maintain, or add components to their systems. The procurement authority is FAR 6.302-1 (Only One Responsible Source). The estimated contract size is $12.5 million. The NAICS code is 811310, and the Product Service Code is J065.
Any interested parties may submit a written response demonstrating clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 AM Eastern Time on July 10, 2026, and should be emailed to Contracting Officer Emily Hatcher at Emily.Hatcher@va.gov. Telephonic inquiries will not be accepted. The response will be archived 15 days after the response date. This notice is not a solicitation, request for quotes, or request for competitive proposals, and no solicitation will be posted on SAM.gov.

DESCRIPTION
Notice of Intent to Sole Source Requirement
This Notice of Intent to Sole Source is not a solicitation. This is not a request for quotes. The Department of Veteran Affairs intends to negotiate a sole source contract with: Tecniplast USA Inc. PO BOX 1209 West Chester, PA 19380 (UEI QHF3J4MS24H4).
The Department of Veteran Affairs intends to negotiate a sole source contract with Tecniplast USA Inc., to schedule annual PM Service for the Tecniplast Rack Washer and Bottle Filler for the use in our Veterinary Medical unit (VMU) on floor 1 of the Freedom building (Building 44). The preventative maintenance will be performed by Tecniplast service engineers. Tecniplast service engineers are trained and certified to perform preventative maintenance on the Tecniplast equipment. Tecniplast is the only manufacturer authorized to provide upgrades, service, and maintenance on their systems. Tecniplast does not sell to third party vendors, nor do they allow third party vendors to add components to their system, nor provide any service or maintenance on their systems. This is done because of the proprietary nature of their coding and programming. Due to the proprietary nature of the system software, it is the Governments belief that no other company possesses the knowledge necessary to maintain and validate the system. Since the intent is to procure this on a sole source basis, this notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers and no solicitation will be posted to Contracting Opportunities on SAM.gov.
The authority for this action is FAR 6.302-1 Only One Responsible source, and no other supplies or services will satisfy agency requirements. The NAICS is 811310. The size is $12.5M. The PSC/FSC is J065.
Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 10:00 AM EST on 07/10/2026. No telephonic inquiries will be accepted. All responses must be emailed to Emily Hatcher, Contracting Officer, Emily.Hatcher@va.gov.
