About this opportunity

The National Institutes of Health, Office of Logistics and Acquisition Operations, on behalf of the National Institute of Mental Health Intramural Research Program, seeks a firm fixed-price purchase order for preventative maintenance and service of a Leica Cryostat CM3050S instrument, with quotations due September 14, 2026 at 1:00 p.m. Eastern Daylight Time. This is a full and open commercial acquisition under FAR 12.201-1 with simplified procedures; no small business set-aside applies.

Place of performance is Bethesda, Maryland. The procurement covers a SILVER SERVICE PACKAGE including all repair parts, labor, and travel costs, with a base period from September 26, 2026 through September 25, 2027, plus four optional 12-month renewal periods extending through September 25, 2031. Service requirements include one mandatory preventive maintenance visit annually, calibration to manufacturer specifications, onsite service by factory-trained Field Service Engineers, software updates, and unlimited emergency repair service during normal business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays) at no additional cost. All replacement parts must be 100% certified OEM parts (new or remanufactured to original specifications), except consumables. The contractor must furnish service documentation immediately following emergency calls and within 24 hours of preventive maintenance visits. Only Leica and its Exclusive Regional Dealers are qualified to perform this service, as they alone maintain access to proprietary parts, test instrumentation, and current service information, and must maintain FDA and Health Canada compliance. Key personnel must be factory-trained Leica service professionals with at least one qualified backup. Evaluation weighs technical capability and past performance as significantly more important than cost. The NAICS code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $22 million. Quotations must be submitted electronically to Shayna Simpson (shayna.simpson@nih.gov) and Josh Lazarus (josh.lazarus@nih.gov).
