About this opportunity
The General Services Administration (GSA) Public Buildings Service Region 3 is seeking to lease office space in East Butler, Pennsylvania, with a specific requirement for between 13,991 and 14,411 square feet of rentable area. The agency is currently occupying office space under an expiring lease and is considering exercising a 5-year renewal option while simultaneously evaluating alternative space that could potentially meet their requirements. Key contract requirements include meeting government standards for fire safety, accessibility, seismic, and sustainability standards, and providing a fully serviced lease with 150 surface parking spaces. The solicitation requires that the offered space not be located in a specified floodplain, and potential lessors must comply with telecommunications prohibitions outlined in Section 889 of the FY19 National Defense Authorization Act. Expressions of interest are due by March 1, 2025, with an estimated occupancy date of February 24, 2026.
The pre-solicitation notice indicates no specific set-aside designations for this lease opportunity, meaning it is open to all qualifying commercial real estate providers. The lease term is structured for 5 years, with the government carefully evaluating potential relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure, and potential agency downtime. While no specific budget range is provided, the government will assess economic advantages of either renewing the current lease or moving to alternative space. Interested parties should contact Lease Contracting Officer Lowanda Hebert at the GSA, who can be reached via email at Lowanda.Hebert@gsa.gov or by phone at 215.446.5813. The procurement falls under NAICS category 531120 for Lessors of Nonresidential Buildings and PSC category X1AA for Lease/Rental of Office Buildings.

The United States Government currently occupies office and related space in a building under a lease in East Butler, Pennsylvania that will be expiring. The Government has determined that, for mission- related and economic reasons, it is advantageous to exercise an existing 5-year renewal option. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating. These costs include physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. This is not a solicitation for offers or a request for proposals. The Government will not pay any costs incurred as a result of this advertisement.
