About this opportunity
The Department of the Navy's Naval Air Warfare Center Aircraft Division (NAWCAD) WOLF Air Traffic Control and Landing Systems (ATC&LS) Division anticipates a sole-source Basic Ordering Agreement task order to Sierra Nevada Corporation for the Precision Approach Radar (PAR) AN/SPN-35E Landing System Upgrade Program (LSUP), with capability statements due November 12, 2026. No set-aside is used. The Government identifies Sierra Nevada Corporation (UEI DD2QET4D27T3, CAGE 8X691) as the sole intended source under FAR 6.103-1, citing its status as original equipment manufacturer with exclusive knowledge, production-level data, and manufacturing expertise. Market research identified no alternative sources with the requisite data, and the Government states that reverse engineering would be necessary if other contractors were used.
The requirement covers project management, systems engineering, hardware engineering, software engineering, integration and test, Engineering Development Modules (EDMs), qualification testing and analysis, and logistics for the PAR upgrade. The task order uses Cost-Plus-Fixed-Fee (CPFF) completion contract line items only. The anticipated period of performance runs May 2027 through May 2032, and 100% of work is performed at the contractor's site. The solicitation release is anticipated in October 2026, with award anticipated in January 2027. The procurement is coded NAICS 541330, PSC AC33, with a small business size standard of $47 million.
Interested parties submit capability statements addressing supplies and services, technical capabilities and experience, access to technical data and intellectual property rights, ability to meet performance schedules, and company information (business name, UEI, CAGE code, and point of contact) to cameron.d.ward4.civ@us.navy.mil and matthew.f.purcell2.civ@us.navy.mil.
