About this file

This is a presolicitation notice for a sole-source Basic Ordering Agreement task order issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) at Webster Outlying Field (WOLF).

The requirement involves upgrading the Precision Approach Radar (PAR) AN/SPN-35E Landing System Upgrade Program (LSUP) and includes project management, systems engineering, hardware engineering, software engineering, integration and test, Engineering Development Modules (EDMs), qualification testing and analysis, and logistics support. The contract will be performed entirely at the contractor's site from May 2027 through May 2032. Sierra Nevada Corporation (Unique Entity ID: DD2QET4D27T3, CAGE Code: 8X691) is identified as the sole intended source under FAR 6.103-1 authority because it is the original equipment manufacturer with exclusive knowledge, experience, technical expertise, and production-level data required for the ATC&LS components. The Government determined that extensive market research identified no alternative sources with the requisite production-level data or specialized manufacturing knowledge, making reverse engineering of OEM equipment necessary if other contractors were used. The contract will utilize a Cost-Plus-Fixed-Fee (CPFF) completion pricing structure with completion contract line items only. The PSC is AC33, NAICS is 541330-1, and the small business size standard is $47 million. Interested parties may submit capability statements addressing their ability to provide required supplies and services, technical capabilities and experience, access to technical data and intellectual property rights, ability to meet performance schedules, and company information (business name, UEI, CAGE code, and point of contact) by November 12, 2026, at 3:00 PM EST to cameron.d.ward4.civ@us.navy.mil and matthew.f.purcell2.civ@us.navy.mil. The anticipated solicitation release date is October 2026, with an anticipated award date of January 2027.

The NAWCAD WOLF Air Traffic Control and Landing Systems (ATC&LS) Division, operating under the oLSI® model, is the In-Service Engineering Activity (ISEA) for all U.S. Navy ATC&LS. The ATC&LS Division has a requirement to upgrade the Precision Approach Radar (PAR) AN/SPN-35E Landing System Upgrade Program (LSUP). The ATC&LS Division, operating under the oLSI® model, has requirements for project management, systems engineering, hardware engineering, software engineering, integration and test, Engineering Development Modules (EDMs), qualification testing and analysis, and logistics for the PAR

• Anticipated Period of Performance: May 2027 – May 2032

5. Intended Source and Basis for Lack of Competition

The intended source is: Sierra Nevada Corporation Unique Entity ID: DD2QET4D27T3 Cage Code: 8X691

The Government considers Sierra Nevada Corporation to be the only responsible source capable of meeting the requirement because:

• SNC, as the Original Equipment Manufacturer (OEM), is the sole designer, developer, and manufacturer of the required ATC&LS components and assemblies.

SNC is the only company with the requisite knowledge, experience, technical expertise, and production-level data required to provide the required hardware, engineering services, and technical services, including fabrication, modification, repair, replacement, and upgrades, to maintain and improve ATC&LS components and assemblies without extensive and costly reverse engineering efforts.

• SNC is the only company that can provide the required hardware, engineering services, and technical services, including fabrication, modification, repair, replacement, and upgrades, to improve ATC&LS components and assemblies.

Using an alternate company would require the reverse engineering of the SNC OEM-provided equipment.

• Extensive Market Research was conducted in order to identify alternative sources.

Ultimately, only SNC was found capable of meeting the Government’s requirements as all of the other potential identified companies did not possess the production-level data or specialized manufacturing knowledge for the OEM components to meet the contract requirements.

This notice is not a request for competitive quotations, bids, or proposals. However, all responsible sources may submit a capability statement, which will be considered by the agency. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 3204(a) (1), as implemented by Federal Acquisition

Regulation (FAR) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.

Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract, or to be responsible for any monies expended by any interested parties before award of a contract for the effort described above. This notice of intent is not a request for competitive proposals.
