About this opportunity

The Naval Air Systems Command intends to sole source a contract to Lockheed Martin Aeronautics for modification of the In-Line File Encryption Device (IFED) software under FAR 6.103-1, with a capability statement submission deadline of July 24, 2026. The F-35 Joint Program Office (JPO), located in Arlington, Virginia, requires the contractor to update IFED software to implement government-mandated Quantum Resistant algorithms, enabling verification of all signed code within the equipment. The contractor will be responsible for testing and integration of modified code and must verify that software updates can be applied in the field without opening the enclosure. Offerors must possess Secret security clearance for award eligibility; DD Form 254 information will be provided if a formal solicitation is released. The government asserts that Lockheed Martin Aeronautics is the sole designer, developer, and integrator of the F-35 aircraft and the only entity with sufficient technical expertise to perform this modification and integration work. The NAICS code is 336411 (Aircraft Manufacturing) with a small business size standard of 1,500 employees. The PSC is AC13 (National Defense R&D Services; Department of Defense—Military; Experimental Development). Responsible sources may challenge the sole source justification during the fifteen-day capability statement period. Points of contact are Jonathan Chen, Contract Specialist (Jonathan.Chen@jsf.mil), and Colin McCarthy, Contracting Officer (Colin.McCarthy@jsf.mil).
