File Type: Synopsis/Notice of Intent to Sole Source
The F-35 Joint Program Office (JPO) in Arlington, VA intends to award a sole source contract to Lockheed Martin Aeronautics (LM Aero) under FAR 6.103-1 authority for modification of the In-Line File Encryption Device (IFED) software. The requirement involves updating the software to implement government-mandated Quantum Resistant algorithms to facilitate verification of all signed code within IFED equipment. The contractor will be responsible for testing and integration of the modified code and must verify that software updates can be applied in the field without opening the enclosure. The proposed NAICS code is 336411 (Aircraft Manufacturing) with a small business size standard of 1,500 employees.
The Government has established a fifteen (15) day capability statement submission period from the date of publication for all responsible sources to challenge the sole source justification. Potential offerors must possess secret security clearance for award eligibility; DD Form 254 information will be provided if a formal solicitation is released. The Government asserts that LM Aero is the sole designer, developer, and integrator of the F-35 aircraft and the only entity with sufficient experience and technical expertise to modify and integrate IFED software. Points of contact are Jonathan Chen, Contract Specialist (Jonathan.Chen@jsf.mil) and Colin McCarthy, Contracting Officer (Colin.McCarthy@jsf.mil).

The F-35 Joint Program Office (JPO) of Arlington, VA, intends to solicit, negotiate, and award a sole source contract under the authority of Federal Acquisition Regulation (FAR) 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”, to Lockheed Martin Aeronautics (LM Aero). The proposed North American Industry Classification System (NAICS) code for this acquisition is 336411, Aircraft Manufacturing, with a small business size standard of 1,500 employees.
All responsible sources may submit a capability statement in response to this notice of intent to sole source. The F-35 JPO will consider all capability statements received within fifteen (15) days after the date of publication of this pre-solicitation notice.

The F-35 JPO has a requirement to modify the In-Line File Encryption Device (IFED) software to use government mandated Quantum Resistant algorithms which will facilitate the verification of all signed code inside of the IFED equipment. Contractors will be responsible for testing and integration of modified code. The vendor shall verify that the software update can be applied in the field without opening the enclosure.
LM Aero is the sole designer, developer, and integrator of the F-35 aircraft, and the only entity with the experience and technical expertise needed to modify and integrate IFED software. As a result, LM Aero is the only known qualified source able to fulfill the requirements specified herein.
