About this opportunity

The Centers for Disease Control and Prevention intends to sole-source award a firm-fixed-price purchase order to Management Concepts, Inc. for Grants Management Staff Workforce Training in support of the CDC Office of Grants Services, with a sole-source justification notice due by September 17, 2026. The requirement comprises 19 grants management courses and 36 total training offerings for CDC Grants Management Specialists and Grants Management Officers, covering foundational through advanced instruction in the Federal grants management lifecycle, including 2 CFR Part 200, cost principles, audits, monitoring, cooperative agreements, closeout, Federal assistance law, internal controls, and risk assessments.

All courses must be delivered via Virtual Instructor-Led Training. Management Concepts, Inc. possesses a Commercial Off-the-Shelf Federal grants management curriculum tailored to HHS personnel that the CDC states is the only curriculum available meeting the entirety of the requirement. The curriculum provides comprehensive coverage of 2 CFR Part 200 (Parts A–E), Uniform Administrative Requirements, Cost Principles, Audit Requirements, and Federal assistance law, with capabilities including attendance management, course evaluations, and certificate issuance within two weeks of course completion. The sole-source justification is grounded in 41 U.S.C. 3304(a)(1) under FAR 12.201-1 simplified procedures, citing unique or highly specialized products and services for which only one source is reasonably capable of meeting CDC operational requirements at the required quality level. Market research identified no alternative vendors offering comparable depth, HHS-specific content coverage, and timely certificate issuance capability.
