About this opportunity
The 4th Contracting Squadron is issuing a presolicitation notice of intent to sole-source one Fuel Oil Heat Exchanger Flush Kit, Part Number HF11 AF F 15, with a response deadline of July 23, 2026. The Government intends to award the contract to Hot Flush LLC based on market research and confirmation from the F-15 System Program Office that units participating in fuel-oil heat exchanger cleaning must use this specific part number and coordinate with the SPO for proper equipment configuration prior to deployment on the F-15 weapon system.
The portable kit is designed for flight-line or shop environments and operates with a solvent-free thermal oil system at 185–195°F, delivering 4–80 GPM flow at up to 80 PSI regulated pressure. Technical features include a 4–100-gallon reservoir, 120 PSI air purge capability, automated reversing flow, multi-stage filtration (28-micron reusable screen, 10-micron disposable filter, 50-micron reservoir filter), quick-connects, digital gauges, flow meter, and safety systems including auto-timers, dirty-filter shutdown sensor, and Emergency Stop function. The sole-source basis rests on prior contract history and current market availability assessment, with the F-15 SPO mandate limiting eligible sources to equipment meeting this specification and coordination protocol.
