About this opportunity
The Princeton Plasma Physics Laboratory (PPPL), operating under the Department of Energy, is seeking manufacturers for the Upper Wide Angle Viewing System (UWAVS) Ex-Vessel Subsystem, a diagnostic system designed for the International Thermonuclear Experimental Reactor (ITER) project. The UWAVS will provide real-time visible and infrared imaging of the divertor region across four upper ports to support machine protection, plasma control, and physics measurements. Key contract requirements include the manufacture, inspection, testing, and delivery of three main assemblies: the Interspace Optics Tube (IOT), Bioshield Optics Labyrinth (BOL), and Back End Optics and Camera (BEOC), with strict adherence to quality assurance standards and comprehensive documentation. PPPL plans to issue three separate RFPs with open calls for proposals by May 2026, and this pre-solicitation notice is intended to allow potential suppliers time to prepare. The deadline for submitting questions or comments regarding the draft procurement documentation is April 30, 2026, and interested parties should reference PPPL RFI_26_013_KS UWAVS Ex-Vessel Subsystem when submitting inquiries to Khalif Stripling at kstripli@pppl.gov.
This procurement includes no set-aside designations, and no current contractors or incumbent information has been identified in the available documentation. The contract timeline is extensive, spanning from contract award through site acceptance with a project duration of approximately 173 weeks after receipt of order, including multiple article fabrications, factory acceptance tests, and on-site integration support. While specific award values or budget ranges have not been disclosed in this pre-solicitation notice, the complexity of the UWAVS system and the multi-phase approach—including Phase 1 preparation for manufacturing with documentation development, CAD work, and prototyping culminating in a Manufacturing Readiness Review, followed by Phase 2 manufacturing, assembly, testing, and delivery—indicates a substantial procurement effort. The procurement falls under NAICS category 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC category 5985 (Antennas, Waveguides, and Related Equipment). Participation in this pre-solicitation notice is voluntary and not required to remain eligible for future RFP submissions.
Notice text
The Princeton Plasma Physics Laboratory (PPPL) is currently completing the design of the Upper Wide Angle Viewing (UWAV) diagnostic system for ITER. We are herewith issuing draft procurement documentation for manufacture of the main UWAV subsystems. We expect to issue three RFPs, with open calls for proposals, by May, 2026. Our purpose now is to make information available for review by potential suppliers, and to provide an opportunity for advance preparation by those who may be interested in submitting an offer once the RFPs are issued.
It is not necessary to respond to this notice to remain eligible to submit an offer, or for any other reason. However, we invite voluntary comments or questions based on these documents. We especially welcome suggestions to improve the clarity of the Statements of Work, or the requirements. We will not respond directly to the enquirer, but we may post questions and our responses publicly if we deem that doing so would be generally helpful; PPPL will not reveal the identity of the enquirer. A request to receive a copy of any documents referenced in the Statements of Work, or in the Current Reference List, may also be submitted.
Please direct all comments or questions electronically via e-mail to Khalif Stripling, kstripli@pppl.gov.
When responding please reference PPPL RFI_26_013_KS UWAVS Ex-Vessel Subsystem in the subject line.
