The project involves building a 61,386 gross square feet facility to accommodate 108 military personnel, along with a 45,407 square feet parking garage with 113 spaces. The contract will be a Firm-Fixed-Price (FFP) design-build type, using a Best-Value Acquisition Selection process that allows for trade-off analysis between non-cost and cost/price factors. Prospective contractors must be registered in the System for Award Management (SAM) and can expect the solicitation to be released around April 30, 2025. Interested parties can direct questions to Contract Specialist Lorraine Laurente or Contracting Officer Bjorn Hale via email.

The contract is an unrestricted, full and open competitive opportunity with no specific set-aside designations, primarily due to the overseas project location. The contract will be awarded and paid in Euros, targeting residential building construction under NAICS code 23611.
