About this opportunity

The Department of State, Bureau of Global Acquisitions, intends to solicit Design-Build construction services for a utility optimization improvement project at the New Embassy Compound in Monrovia, Liberia, with Phase I solicitation anticipated for release on or about May 25, 2026. This acquisition is set aside for small businesses under the Omnibus Diplomatic Security and Antiterrorism Act of 1986, as amended by 2025 NDAA Section 7214.

Place of performance is the existing 12-acre New Embassy Compound located at 502 Benson Street in Monrovia, Liberia. Award eligibility requires a Defense Counterintelligence and Security Agency Secret Facility Clearance (without safeguarding); only U.S. firms organized and operating in the U.S., Puerto Rico, or U.S. possessions qualify for facility clearances, and Foreign Ownership, Control, or Influence status disqualifies firms unless DCSA-approved actions negate FOCI risks. Active SAM.gov registration is mandatory at Phase I proposal submission and throughout the procurement.

The project encompasses solar photovoltaic systems (1.6 MWh STC DC capacity across four locations), a 9,500 kWh battery energy storage system, LED site lighting replacement, building automation system integration, and HVAC and lighting upgrades to the Office Building Chancery, Marine Security Guard Residence, and Warehouse facilities. The estimated design-build construction cost ranges from $25 million to $35 million. The solicitation will proceed in two phases: Phase I requests Minimum Mandatory Requirements for eligibility determination, and Phase II issues a Request for Proposal to eligible or conditionally eligible offerors for firm fixed-price technical and pricing proposals. Eligible offerors must attend a virtual pre-proposal conference and site visit within 10 to 15 days of RFP issuance.
