About this opportunity

The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS) intends to issue a Request for BPA Call Order Proposal under an existing Blanket Purchase Agreement, with an anticipated award date of August 14, 2026, to an archaeological and cultural resource services firm to conduct an intensive ground survey in Worcester County, Massachusetts. This is a Total Small Business set-aside under the existing NRCS BPA; only Gray and Pape Inc. (BPA 12FPC426A0003) is eligible to respond.

The work covers cultural resource and archaeological survey services for a proposed irrigation well and pipeline project supporting a medium-scale vegetable farm formerly operated as a dairy farm. The survey will document an HDPE irrigation pipeline system approximately 2,500 feet in length and 4 inches in diameter, installed 4 feet below ground surface with associated riser hydrants, and a 6-inch diameter bedrock well to be installed to a depth of up to 700 feet. The intensive ground survey must include soil test pits along the entire pipeline length due to the project's location on or near archeologically sensitive landforms and archaeological sites.

Performance runs from August 17, 2026 through November 17, 2026. The contract will be issued as a Firm-Fixed-Price call order. A pre-solicitation response deadline of August 13, 2026 applies; this notice is issued for planning purposes and does not constitute a formal solicitation. NAICS 541620 (Environmental Consulting Services); PSC F099 (Natural Resources/Conservation – Other). Points of contact: Chanda Sow (Chanda.sow@usda.gov) and Oksana Strekha (oksana.strekha@usda.gov).

1. Description

The USDA intends to issue a Request for BPA Call Order Proposal under the existing USDA NRCS Blanket Purchase Agreement (BPA). The Government requires an Archeological and Cultural Resource Services firm to conduct a Cultural Resources intensive ground survey for a proposed Irrigation Well and Pipeline Project in Worcester County, Massachusetts.

This is a diversified, medium scale vegetable farm that was historically a dairy farm. The farm has a need for irrigation to supply sufficient water to the farming operations. NRCS has planned and designed an irrigation system that would consist of approximately 2,500 feet of 4” diameter HDPE irrigation pipeline installed at a depth of 4 feet from the ground surface and associated riser hydrants. A 6” diameter bedrock well is planned to be installed up to a depth of 700 feet.

Because this project is located on or near archeologically sensitive landforms and archeological sites, an intensive ground survey including soil test pits along the length of the proposed pipeline is required.

2. Competition

This requirement will be requested by one existing Small Business BPA holder under their previously awarded Firm‑Fixed‑Price BPA:

• 12FPC426A0003    Gray and Pape Inc.

3. Contract Type

4. Set‑Aside Status

6. Important Notes (FAR Compliance):

This notice is issued solely for information and planning purposes under FAR Part 5; it does not commit the Government to contract for any supply or service.
