About this file

This is a Presolicitation Notice issued by the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), Massachusetts for archaeological and cultural resource services.

The Government requires an Archeological and Cultural Resource Services firm to conduct a Cultural Resources intensive ground survey for a proposed Irrigation Well and Pipeline Project in Worcester County, Massachusetts. The project involves a medium-scale vegetable farm, formerly a dairy farm, requiring an irrigation system consisting of approximately 2,500 feet of 4-inch diameter HDPE pipeline installed at 4 feet depth with associated riser hydrants, and a 6-inch diameter bedrock well to be installed up to 700 feet deep. Due to the project's location on or near archeologically sensitive landforms and archaeological sites, an intensive ground survey including soil test pits along the pipeline length is required. The work will be issued as a Firm-Fixed-Price call order under an existing USDA NRCS Blanket Purchase Agreement (BPA). This requirement will be requested from one existing Small Business BPA holder: Gray and Pape Inc. (12FPC426A0003). Only the listed BPA holder is eligible; no responses from non-BPA holders will be accepted, and the call order will maintain the original small business set-aside status. The Response Deadline is August 13, 2026, with an Anticipated Award Date of August 14, 2026, and Period of Performance from August 17, 2026 through November 17, 2026. Points of contact are Chanda Sow (Chanda.sow@usda.gov) and Oksana Strekha (oksana.strekha@usda.gov). This notice is issued for information and planning purposes under FAR Part 5 and does not constitute a formal solicitation or commit the Government to contract.

1. Description

The USDA intends to issue a Request for BPA Call Order Proposal under the existing USDA NRCS Blanket Purchase Agreement (BPA). The Government requires an Archeological and Cultural Resource Services firm to conduct a Cultural Resources intensive ground survey for a proposed Irrigation Well and Pipeline Project in Worcester County, Massachusetts.

This is a diversified, medium scale vegetable farm that was historically a dairy farm. The farm has a need for irrigation to supply sufficient water to the farming operations. NRCS has planned and designed an irrigation system that would consist of approximately 2,500 feet of 4” diameter HDPE irrigation pipeline installed at a depth of 4 feet from the ground surface and associated riser hydrants. A 6” diameter bedrock well is planned to be installed up to a depth of 700 feet.

Because this project is located on or near archeologically sensitive landforms and archeological sites, an intensive ground survey including soil test pits along the length of the proposed pipeline is required.

2. Competition

This requirement will be requested by one existing Small Business BPA holder under their previously awarded Firm-Fixed-Price BPA:

• 12FPC426A0003 Gray and Pape Inc.

3. Contract Type

A Firm-Fixed-Price call order will be issued under the applicable BPA.

4. Set-Aside Status
