About this opportunity

The Department of the Interior Departmental Offices Interior Business Center intends to award a sole-source Firm Fixed Price contract to VigiLife, Inc. for Safeguard Software subscriptions and Fire Monitoring Devices to support wildland firefighter exposure monitoring during the 2026 fire season, with anticipated award on July 30, 2026. This is a Total Small Business set-aside despite the sole-source determination.

The procurement aggregates data from wearable sensors to deliver real-time measurement and assessment of harmful smoke exposure, heat stress, and environmental hazards. VigiLife has been identified as the sole capable provider due to the proprietary nature of the Safeguard Software and specialized training requirements necessary to operate the system. A sole-source determination has been completed under 41 U.S.C. 1901.

The work falls under NAICS 513210 (Software Publishers) and PSC F101 (Environmental Systems Protection—Air Quality Support). Questions should be directed to Contracting Officer Shavonda Jamison at shavonda_jamison@ibc.doi.gov or 202-618-7113. The pre-solicitation notice comment period closes July 24, 2026.

4. Description.
The Government requires the procurement of Safeguard Software subscriptions/applications and Fire Monitoring Devices to support the aggregation of data from multiple wearable sensors. These tools will enhance real-time capabilities for measuring and assessing harmful smoke exposure, heat stress, and environmental hazards encountered by wildland firefighters during the 2026 wildland fire season.
A review of available sources determined that only one vendor can meet this requirement. Due to the proprietary nature of the Safeguard Software and the specialized training necessary to operate the system, VigiLife, Inc. has been identified as the sole provider capable of supplying the required software subscriptions/applications and monitoring devices. Their solutions are essential to ensure timely implementation of exposure-monitoring capabilities for the 2026 season.
The Government intends to award a Firm Fixed Price (FFP) contract to VigiLife, Inc. to fulfill this requirement. A sole source determination has been completed for this acquisition in accordance with 41 U.S.C. 1901. The anticipated award date is July 30, 2026.
