The deliverable is a comprehensive study of approximately 150–200 pages examining the emergence of organized municipal- and district-scale preservation efforts during the early to mid-20th century, with emphasis on informing future National Historic Landmark evaluations and updates. The contractor must meet professional qualification standards under 36 CFR Appendix A, comply with the Chicago Manual of Style (18th edition), and follow NPS standards for thorough investigation and plain language.
