About this opportunity
The Drug Enforcement Administration (DEA) Office of Training is seeking a small business to provide a specialized training facility for its Personnel Recovery Emergency Preparedness (PREP) course. The solicitation, numbered D-25-TR-0067, requires a comprehensive training location within 100 miles of the DEA Training Academy in Quantico, VA, with specific infrastructure including a 1.5-2 mile asphalt track, paved skid control area, unimproved roads course, classrooms, multi-structure training areas, and a demolition range. The contract will involve conducting a six-day training program for 42 students, divided into two groups, and requires the contractor to provide demolition and driving instructors, training vehicles, weapons, ammunition, role players, and support equipment. Evaluation will be conducted on a best value basis, considering technical capability and price as equally weighted factors. All potential contractors must be registered and active in SAM.gov, with questions about the solicitation due by February 11, 2025, and final quotes required by February 14, 2025, at 10:00am EST.
The solicitation is a 100% small business set-aside under NAICS code 611430 for Professional and Management Development Training. This is a new requirement with no incumbent contractor identified. The course is scheduled to run from March 22-27, 2025, and will be awarded as a firm fixed-price purchase order. Contractors must submit detailed resumes for one demolition instructor and seven driving instructors, demonstrating their capability to meet the comprehensive training requirements. The place of performance will be in West Springfield, VA 22152, which meets the proximity requirement to the DEA Training Academy. While specific award value is not explicitly stated, the complexity of the facility and training requirements suggests a significant contract opportunity for a qualified small business with specialized training infrastructure and personnel.
