About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center's 76 Aircraft Maintenance Group is seeking to establish a five-year Blanket Purchase Agreement (BPA) to procure Patheon surface pretreatment PreKote Blue for aircraft maintenance operations. This specialized chemical product will be used on multiple aircraft platforms including KC-135, C130J, C-130 AFSOC, B-1, E-3, and E-6 during washing processes, in accordance with Technical Orders 1C-135-6WS-25 and 1-1-8. The procurement requires contractors to be registered in the System for Award Management (SAM) and falls under NAICS code 325998 with a size standard of 650 employees. PreKote Blue serves as an environmentally safer replacement for Alodine, which contains hazardous Hexavalent Chromium that the Air Force has worked to eliminate from aircraft painting processes since 2009. The solicitation deadline is October 3, 2025, with electronic submissions required through Beta.sam.gov, and the government intends to award the contract by September 30, 2025.
This opportunity is designated as a total small business set-aside with an estimated contract value of $4,200,000 over the five-year performance period. The government requires 72 totes annually, with each tote containing 275 gallons of PreKote Blue (part number 101891-109), totaling approximately 19,800 gallons per year across the contract duration. Market research conducted through GSA eBuy RFI identified five potential small business vendors: Automotive & Industrial Supply LLC, IGCS LLC, Wrigglesworth Enterprises Inc, Tera Consulting Inc, and Mono Machines LLC. The Air Force plans to award multiple agreements simultaneously, targeting three to five concurrent BPAs to ensure adequate supply availability. The contract structure will be firm fixed price, providing cost certainty for both the government and successful contractors throughout the five-year term.
