About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), under the Department of Health and Human Services, is conducting a Small Business Sources Sought to identify qualified small business contractors for preclinical services supporting HIV therapeutics and diagnostics research and product development, with responses due by August 25, 2026 at 3:00 PM Eastern Time. NIAID intends to award multiple IDIQ Base contracts (RFP No. 75N93026R00015) with anticipated award on February 15, 2028, for a seven-year period through February 14, 2035. Task orders will be primarily cost-reimbursement (term and completion form), though fixed-price task orders may also be issued, with an estimated 20 task orders annually across seven task areas.
Task Area A covers in vitro testing and screening for therapeutics (6 annual); Task Area B addresses synthesis of therapeutic agents (2 annual); Task Area C supports efficacy models for HIV, HBV, and HCV requiring BSL-2/ABSL-2 facilities and AAALAC accreditation (2 annual); Task Area D covers Mycobacterium tuberculosis infection efficacy models requiring BSL-3/ABSL-3 facilities and AAALAC accreditation (2 annual); Task Area E involves formulation development and cGMP-compliant manufacturing of clinical dosage forms (1 annual); Task Area F provides GLP-compliant preclinical pharmacology and toxicology services (3 annual); and Task Area G delivers diagnostic development guidance for in vitro diagnostic technologies (2 annual).
Small businesses must submit individual capability statements (10 pages maximum per task area, excluding resumes) to patrick.finn@nih.gov demonstrating relevant experience, staff qualifications, facility capabilities, and prior similar work.
