About this opportunity

The Department of the Army Materiel Command Contracting Command Redstone Arsenal, through the Portfolio Acquisition Executive (PAE) Fires, has published a Special Notice announcing an Industry Day for the Precision Strike Missile (PrSM) Increment 4 Rapid Prototyping Capability Fly-off. This Special Notice is classified at the Secret level and will be conducted on March 23-24, 2026, at DEVCOM AvMC in Redstone Arsenal, Alabama. The event is designed to provide industry with an overview of a rapid prototyping effort that will culminate in a competitive fly-off in the fourth quarter of fiscal year 2028. Companies interested in participating must submit questions by March 13, 2026, and must complete mandatory registration and visit requests through the Defense Information System for Security (DISS) by 1600 CDT on the same date. Attendance at the Industry Day is required to reserve one-on-one sessions with government representatives, and companies may send up to five representatives with active DoD Security Clearances.

The primary objective of this initiative is to flight demonstrate a closed-loop lethal PrSM Increment 4 extended-range capability with three foundational requirements: 1,000-kilometer-plus range, compatibility with HIMARS launchers, and capability against moving maritime and relocatable land targets. The government will employ a two-step competitive process utilizing Other Transaction Authority for both research and prototype development, with Phase I funded by FY26 6.3 RDTE funds. Eligible participants must meet 10 U.S.C. Section 4022 eligibility requirements, which include significant nontraditional defense contractor or small business participation, or a one-third cost-share commitment; large traditional contractors are encouraged to provide 50/50 resource sharing during Phase I. A Modular Open Systems Approach is mandatory for all proposals, requiring non-proprietary, consensus-based standard interfaces and Government Purpose Rights for technical data. The Request for Solutions is scheduled for release in April 2026, with the government intending to award non-competitive follow-on production OTAs to successful prototype performers.
