About this file
This is a SAM.gov Special Notice announcing an Industry Day for a Precision Strike Missile Increment 4 (PrSM Inc 4) Rapid Prototyping Capability Fly-off. The Department of the Army, Portfolio Acquisition Executive (PAE) Fires is seeking industry participation in a rapid prototyping effort culminating in a competitive fly-off in 4QFY28. The three foundational capabilities prioritized are: 1000km+ range, compatibility with HIMARS launchers, and capability against moving maritime and relocatable land targets. The event will be conducted at the Secret classification level on March 23-24, 2026, at DEVCOM AvMC, Redstone Arsenal, Alabama. Registration and visit requests are mandatory and must be completed by 1600 CDT on March 13, 2026. Companies may send up to five representatives with active DoD Security Clearances. All questions must be submitted by March 13, 2026, to usarmy.redstone.devcom-avmc.mbx.inc4industry@army.mil, with responses posted at Industry Day and with the Request for Solutions.
The acquisition strategy utilizes an accelerated four-phase lifecycle under 10 U.S.C. § 4021 (Other Transaction for Research) and § 4022 (Other Transaction Authority for Prototypes): Phase I (Research OTA) funded with FY26 6.3 RDTE funds, Phase II (Prototype demonstration/fly-off), Phase III (System qualification), and Phase IV (Production). A two-step competitive process will be employed: Step 1 requests a Solution Brief with high-level technical concept and full-lifecycle Rough Order of Magnitude, with the Government selecting the most qualified offerors; Step 2 invites selected offerors to submit comprehensive Joint Research & Prototype Proposals for both Phase I and II with distinct Statements of Work and priced line items. The Government intends to award a non-competitive follow-on production OTA per 10 U.S.C. § 4022(f) to successful prototype performers. The Government seeks a diverse industrial base of Traditional and Nontraditional Defense Contractors (NDCs), with offerors required to meet 10 U.S.C. § 4022 eligibility requirements (significant NDC/Small Business participation or 1/3 cost-share). Large Traditional Contractors are encouraged to provide 50/50 resource sharing during Phase I. A Modular Open Systems Approach (MOSA) per 10 U.S.C. §§ 4401–4403 is mandatory, requiring non-proprietary, consensus-based standard interfaces, Government Purpose Rights for interface definitions and technical data, and demonstration of how third-party modules can integrate with minimal rework. The Request for Solutions is planned for release in April 2026.

Description:
1. NOTICE SUMMARY: PAE Fires will host an Industry Day to provide an overview of a rapid prototyping effort, culminating in a competitive fly-off in 4QFY28. The fly-off will evaluate industry candidate solutions to flight demonstrate a closed loop lethal PrSM Inc 4 extended-range capability.. Industry day will communicate PrSM Inc 4 rapid prototyping capability fly-off objectives and provide an opportunity for industry participation. Critical Classified Information will only be provided at industry day and subsequent in-person one-on-one session. Participants must attend industry day to reserve a one-on-one session. A maximum number of five (5) representatives from a company or business unit may participate, subject to Government discretion and availability. All questions shall be submitted by the due date of this notice, 13 March 2026, to the email inbox listed above. Questions and answers will be presented at Industry Day and posted with the Request for Solutions for this effort.
2. BACKGROUND: PrSM Inc 4 will provide commanders with an extended range weapon system capable of penetrating Anti-Access/Area Denial environments and accurately striking stationary, moved, and moving targets, independent of GPS, in maritime and land domains. The U.S. Army desires to accelerate PrSM Inc 4 early operational capability (EOC) fielding. The three foundational PrSM Inc 4 capabilities prioritized for the fly-off are: 1000km+ range, compatible with HIMARS launchers, and capable against moving maritime and relocatable land targets.
3. ACQUISITION STRATEGY:
mailto:usarmy.redstone.devcom-avmc.mbx.inc4industry@army.mil http://www.avmc.army.mil/
3.1 Accelerated Multi-Phase Lifecycle
The Government intends to utilize 10 U.S.C. § 4021 (Other Transaction for Research) and 4022 (Other Transaction Authority for Prototypes) to execute a streamlined, four-phase program. This strategy is designed to move from high-risk architectural research into full-scale production at an accelerated pace. The government intends to award a non-competitive follow-on production OTA in accordance with 10.U.S.C. § 4022(f) from the Request for Solutions to follow this announcement. Request for Solutions is planned for release in April 2026.
• Phase I (Research OTA): Funded with FY26 6.3 RDTE funds.
• Phase II (Prototype demonstration): Operational field testing, “fly-off”.
• Phase III (System qualification): System qualification and verification testing
• Phase IV (Production): Follow-on production for successful performers.
3.2 Two-Step Competitive Process
To minimize Administrative Lead Time (PALT), the Government will utilize a two-step selection process:
1. Step 1: Solution Brief: Offerors will submit a high-level technical concept and full-lifecycle Rough Order of Magnitude (ROM). The Government will select a pool of the most highly qualified offerors to proceed. This competition satisfies the requirement for competition of prototypes to move on to a non-competitive follow-on Production OTA in accordance with 10.U.S.C. § 4022(f).
2. Step 2: Joint Research & Prototype Proposal: Selected offerors will be invited to submit a comprehensive proposal for both Phase I and Phase II. This joint proposal will include distinct Statements of Work (SOWs) and priced line items for each phase.
3.3 Seamless Transition and Concurrent Engineering
The Government’s goal is to eliminate the administrative gap between research and prototyping.
• Immediate Award: Upon selection from Step 2, the Government intends to award a Phase I agreement for the architectural design.
• Rapid Follow-on: Shortly thereafter, the Government intends to award the Phase II Prototype build as a priced action.
• Production Follow-On: In accordance with 10 U.S.C. § 4022(f), the Government may award a follow-on production contract or transaction to the participant(s) in this transaction who successfully complete the prototype project without further competition.
3.4 Performer Eligibility & Resource Sharing
The Government seeks a diverse industrial base consisting of both Traditional and Nontraditional Defense Contractors (NDCs).
• Statutory Compliance: Offerors must meet the eligibility requirements of 10 U.S.C. § 4022 (e.g., significant NDC/Small Business participation or 1/3 cost-share).
• Resource Sharing: While the Government seeks to maximize innovation from NDCs, Large Traditional Contractors are encouraged to provide 50/50 resource sharing (in-kind or cash) during Phase I to demonstrate commitment to the program’s long-term technical objectives.
4. Modular Open Systems Approach (MOSA) Requirement The Government intends to mandate a Modular Open Systems Approach (MOSA) for PrSM in accordance with 10 U.S.C. §§ 4401–4403. This is a strategic requirement to ensure rapid technology refresh and capability insertion, mitigate supply chain risk, and prevent proprietary vendor lock-in.
• Open Interfaces: All Major System Interfaces (MSIs) must be defined using non-proprietary, consensus-based standards (e.g., [SOSA, FACE, or specific missile standards]).
• Government Purpose Rights (GPR): The Government anticipates requiring, at a minimum, GPR for all interface definitions and associated Technical Data/Computer Software necessary to enable future competitive "plug-and-play" module replacement.
• Architecture Validation: A primary objective of Phase I (Research) will be the Government’s validation of the performer’s proposed "Severability Plan."
Performers must demonstrate how third-party modules can be integrated into their architecture with minimal rework.
