About this opportunity

The Defense Intelligence Agency is seeking advisory and assistance services for the Data Science, Operations, Requirements, Exploitation, and Enhanced Engineering (DORE3) program through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle. The procurement covers eleven functional support areas including Collection Concept Development, Collection Planning and Operations Support, Data Sciences Support, Technical Exploitation Support, Internet of Things/Social Media/Open Source Support, Application/Web/Collaboration Support, Program/Project Support, Rapid-Response Subject Matter Expert Support, Academic/Industry Outreach and Innovation, Rapid Engineering and Prototyping Support, and Contract Project Management and Common Tasks. Prospective contractors must possess a valid TOP SECRET Facility Clearance and demonstrate TOP SECRET level safeguarding capability. Evaluation will be based on three factors: facility clearance status (Pass/Fail), Technical Expertise and Management with direct experience in at least six of the eleven support areas, including mandatory experience in Support Areas 1, 2, 4, 7, and 11 (Acceptable/Unacceptable), and Small Business Participation committing to a minimum 25% small business subcontracting of total contract value. The formal Request for Proposal is expected on or about May 14, 2026, with sealed bid responses due by 10:00 AM ET on June 15, 2026.

This procurement carries no set-aside designation and anticipates full and open competition among all responsible sources. The contract is valued with a minimum guarantee of $3,000 and a maximum ceiling of $800,000,000 over an anticipated five-year ordering period. Small business participation goals include specific targets of 5% for Small Disadvantaged Businesses, 5% for Woman-Owned Small Businesses, 3% for HUBZone firms, and 5% for Service-Disabled Veteran-Owned Small Businesses. Task orders may be issued under multiple contract types including Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Time-and-Materials, Labor-Hour, and hybrid arrangements, with cost not serving as an evaluation factor for the initial IDIQ award but being considered for individual task orders. Interested parties must register and maintain active registration on Sam.gov through the proposal submission and evaluation phases, with classified attachments to be posted to NSA ARC and inquiries directed to ST_Proposal_INBOX@dodiis.mil.
