About this file

This is a Draft Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to establish a five-year ordering period vehicle for Data Science, Operations, Requirements, Exploitation, and Enhanced Engineering (DORE3) support services. The Defense Intelligence Agency (DIA) issued this solicitation with contract number HHM40226R0007, with sealed bid responses due by 10:00 AM ET on June 15, 2026. The contract establishes a minimum guarantee of $3,000 and a maximum ceiling of $800,000,000, with task orders authorized under multiple contract types including Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Time-and-Materials (T&M), Labor-Hour (LH), and hybrid arrangements. The RFP seeks support across eleven functional areas: Collection Concept Development, Collection Planning and Operations Support, Data Sciences Support, Technical Exploitation Support, Internet of Things/Social Media/Open Source Support, Application/Web/Collaboration Support, Program/Project Support, Rapid-Response Subject Matter Expert Support, Academic/Industry Outreach and Innovation, Rapid Engineering and Prototyping Support, and Contract Project Management and Common Tasks.

Award is intended for all qualifying offerors meeting technical and security requirements; cost is not an evaluation factor for IDIQ award but will be considered for individual task orders. Proposals are evaluated on: (1) possession of valid TOP SECRET Facility Clearance and TOP SECRET level of safeguarding capability (Pass/Fail); (2) Technical Expertise and Management demonstrating direct experience in at least six of eleven support areas, including mandatory experience in Support Areas 1, 2, 4, 7, and 11 (Acceptable/Unacceptable); and (3) Small Business Participation committing to minimum 25% small business subcontracting of total contract value, with specific goals for Small Disadvantaged Business (5%), Woman-Owned Small Business (5%), HUBZone (3%), and Service-Disabled Veteran-Owned Small Business (5%) (Acceptable/Unacceptable). Proposals must be submitted electronically in Microsoft Office 2013 or Adobe PDF format, with classified volumes appropriately marked per security guidelines. The draft solicitation includes comprehensive contract clauses, data requirements lists, representations and certifications, and detailed evaluation methodology outlined in Section M.
