About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N0002426R4428 for the execution of a Selected Restricted Availability (SRA) for the USS BOXER (LHD 4), classified as a supply contract for a repaired, mission-ready ship to be returned to Fleet service. The procurement encompasses all labor, supervision, production, testing, and quality assurance necessary to complete comprehensive ship maintenance, repair, and modernization during the CNO Availability period. NAVSEA seeks a highly capable contractor possessing substantial facilities, including pier access, and sufficient human resources to coordinate and integrate multiple areas of ship maintenance and modernization work. The contract will be awarded on a Coast-Wide (West Coast) basis under full and open competition as required by the Competition in Contracting Act, given that the production period exceeds the 18-month threshold that would otherwise permit homeport-only competition. The pre-solicitation notice was posted on February 5, 2026, with a deadline of February 20, 2026 for submissions or questions regarding this opportunity.
No set-aside designations have been applied to this procurement, and no specific incumbent contractor or award value information is provided in the pre-solicitation notice. The USS BOXER (LHD 4) FY27 SRA is anticipated to span 19 months, commencing in February 2027 and concluding in September 2028, requiring a contractor capable of sustaining operations across this extended timeline. The contract will be governed by the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Navy Marine Corps Acquisition Regulation Supplement (NMCARS). Upon successful completion of the availability, the ship shall be capable of executing its mission with reasonable expectation of maintaining satisfactory readiness conditions until the next CNO-scheduled depot availability. Interested contractors should monitor the Federal Procurement Data System (FPDS) and SAM.gov for the issuance of the formal solicitation, which is anticipated to occur following the pre-solicitation period.

The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N0002426R4428 for execution of the USS BOXER (LHD 4) Selected Restricted Availability, planned for fiscal year 2027 (FY27). The solicitation will be issued on a Coast-Wide (West Coast) basis. Upon a contractor’s completion of this Chief of Naval Operations (CNO) Availability, the ship shall be capable of carrying out its mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability.
USS BOXER (LHD 4) FY27 SRA is anticipated to be 19 months, beginning in FEBRUARY 2027 and completing in SEPTEMBER 2028.
If the Navy issues a solicitation for this CNO Availability, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is a repaired, mission-ready ship, which shall be returned to service with the Fleet.
The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. This CNO Availability is expected to require a highly capable contractor with substantial facilities, including a pier, and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization.
The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for "short term" availabilities (18 months or less) to the homeport, provided there is adequate competition. As the production period for the USS BOXER availability is greater than 18 months, it will be competed on a coast-wide basis, without limiting the place of performance to the vessel's homeport.
The Navy will issue the solicitation electronically on https://piee.eb.mil and www.Sam.gov. Interested offerors are hereby encouraged to monitor https://piee.eb.mil and www.Sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the Solicitation Module in PIEE and System for Award Management (SAM) to be eligible for award.
This synopsis is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice.
The Government anticipates issuing a Firm-Fixed Price solicitation in or before March 2026. All responsible sources may submit a proposal, which shall be considered by the agency.
